You have:
- Advanced university degree (Master's) in medicine or health-related discipline is required.
- Minimum of 7 years professional technical experience in evaluation or related field is required.
- Experience in presenting complex evaluation or research results is required.
- Knowledge of drug demand reduction/treatment and rehabilitation is desirable.
- Fluency in English with excellent drafting and communication skills is required.
- Knowledge of another UN official language is an advantage.
Result of Service The objective of this consultancy is to produce a report based on a comprehensive literature review and consultations with experts on existing best practices and guidance available for the short, and long terms management of infants born with prenatal exposure to synthetic opioids, with a focus on physical and mental health (including stigma reduction) to contribute to facilitating best possible outcomes, which will serve as the basis of a Technical Expert Group Meeting (TEGM) aiming to arrive at recommendations for action on the development of Guidelines for the long term management of the mother-child dyad exposed to synthetic opioids, with particular emphasis on health, including mental health.

Duties and Responsibilities Under the joint guidance and supervision of both, the Coordinator of UNODC Opioid Strategy and the UNODC Liaison Officer in Geneva and in partnership with two consultants also working on other aspects of NAS (Education and Law), the key responsibilities of the consultant include:
- Literature review of available guidance for the short- and long-term management of adverse health effects (physical, mental and stigma) of neonatal exposure to synthetic opioids in order to achieve best possible outcomes.
- Participate in conference calls to discuss overall scope of the report
- Present on findings of the literature review at TEGM with experts in the field.
- Facilitation of Technical Group Meeting (TEGM t.b.d. in Nov. 2021), presentation desk research results.
- Report summarizing literature review, proceedings of technical expert meeting and recommendations.
- Ensure that all deliverables mentioned in these terms of reference are submitted in a timely and satisfactory manner.
- Develop a draft report based on the review of literature, TEGM and ongoing consultation with selected experts and institutions
Finalize the report containing summary of reviews, summary of technical consultation meeting proceedings and experts’ recommendations.
Qualifications/special skills Academic Qualifications: Advanced university degree (Master’s degree or equivalent) in medicine or other health related discipline such as pediatrics, neonatology or psychiatry, psychology, or related field is required. A first level university degree (Bachelor’s degree or equivalent) in similar fields in combination with two additional years of qualifying experience may be accepted in lieu of the advanced university degree. Experience: A minimum of 7 years professional technical experience in evaluation or related field, including a track record of conducting various types of evaluation at the international level is required. Experience in presenting and communicating complex evaluation or research results in a structured manner (in reports, briefs, presentations, etc.) is required. Knowledge of drug demand reduction/treatment and rehabilitation is desirable. Sound communication skills and the ability to work in a team context and collaborate with colleagues of different cultural background is desirable. Language: English and French are the working languages of the United Nations Secretariat. For this position, fluency in English with excellent drafting and communications skills, is required. Knowledge of another United Nations official language is an advantage.
