Purpose of consultancy

The purpose of this national consultancy is to support country efforts to develop a road map to promote adults, adolescent, and children mental health.

Background

The COVID-19 pandemic has had a severe impact on the mental health and wellbeing of people around the world while also raising concerns of increased suicidal behaviour. In addition, access to mental health services has been severely impeded. WHO estimates the rise in both anxiety and depressive disorders at more than 25% during the first year of the pandemic.

The promotion of mental health in Tunisia is a public health priority. The Ministry of Health has launched working groups to 1) develop an action plan for the implementation of the multi-sectoral national strategy for the promotion of mental health among adults and 2) to develop a national multi-sectoral strategy for the promotion of mental health in children and adolescents.

In this context WHO will recruit a national consultant to coordinate all the working groups in the development of action plan and the national strategy for the mental health promotion among adults, children, and adolescents and to support the evaluation and assessment of the whole process between the ministry of health and WHO and the different partners.

The purpose of this national consultancy is to support efforts and to develop a road map to promote adults, adolescents, and children mental health in Tunisia.

Deliverables

Output 1: Contribute to conducting Tunisia Roadmap for multi-sectoral national strategies for mental health among adults, adolescents, and children and coordinate meetings between the different parties.

Deliverable 1.1: Draft a detailed methodology for undertaking the required tasks.

Deliverable 1.2: Collect any previous report/ studies on mental health in Tunisia

Deliverable 1.3: Participate in working groups meetings and prepare reports

Output 2: Contribute to developing a M&E framework for the activities implemented as part of the multi-sectoral national strategy and the operating plan for mental health in Tunisia.

Deliverable 2.1: Contribute to summarize activities implemented as part of the multisectoral national strategy and the operating plan for mental health in Tunisia.

Deliverable 2.2: Contribute to developing a M&E framework for the strategy.

Educational Qualifications

Essential: University degree in Public health or medicine

Experience

Essential: Up to 5 years of experience in public health, health planning and mental health

Skills/Knowledge

  • Strong communication and coordination skills
  • Ability to manage multiple tasks.
  • Familiarity with mental health

Languages

Fluency in (Arabic, French, English)

Location

Tunisia

Remuneration and budget (travel costs are excluded)

    1. Remuneration: national pay rate of NO-A
    2. Expected duration of contract (Maximum contract duration is 11 months per calendar year): 200 working days (10 Months)
    3. Within period: from 15/03/2023 to 31/12/2023

Medical clearance

The selected Consultant will be expected to provide a medical certificate of fitness for work.
