UNICEF has been working in Cameroon since 1975 to enable women and children to fully realize their rights to development without restriction, as enshrined in the United Nations Convention on the Rights of the Child. UNICEF is providing financial and technical support to Cameroon in seven areas to fully realize the rights of women and children. These areas include health, HIV/AIDS, water, sanitation-hygiene, nutrition, education, child protection, and social inclusion. UNICEF focuses primarily on the most vulnerable and excluded children and families. The population of Cameroon in 2020 is estimated at 26,545,863 people according to UN data. The population is young and generates a strong socio-economic demand. In rural areas, limited access to basic social services and the effects of climate change have led to the impoverishment of households and severe deprivation among children. The task is immense but not insurmountable; it requires the energy of all stakeholders in Cameroon and outside Cameroon: women, men, youth and children, government, technical and financial partners, donors, civil society, the private sector, parliamentarians, and communities. How can you make a difference?

Purpose of Assignment:

Under the supervision of the Health section, the consultant will provide technical support for the planning, implementation, monitoring, supervision, and coordination of activities to improve the supply and quality of Kangaroo Mother Care and newborn health in general in the EST and Adamawa region.

General objective

The objective of this consultation is to provide technical support for the planning, implementation, monitoring, supervision, and coordination of activities to improve the supply and quality of Kangaroo Mother Care and newborn health at the FOSA and community level in the EST and Adamawa regions.

Specific objectives

Technical support to the DRSP Est and Adamaoua.

This will involve:

  1. Strengthen the capacities of providers and communities in the provision of SMNI services and care with a focus on KMC
  2. Ensure interoperability of KMCs with other newborn and child interventions as part of the first 1000 days of life approach
  3. Mobilize families and community actors (ASC, OBC, leaders, etc.) for promotion to increase the demand for and use of KMC and newborn services in general
  4. Strengthen mechanisms for monitoring, supervision, coordination, and evaluation of KMC and newborn health activities in Health Districts and at the regional level
  5. Compile and report monthly on data, analyze progress and provide feedback to stakeholders
  6. Documenting KMC activities and newborn health

Activities, Tasks

  • Develop a work plan
  • Map the FOSA and actors involved in KMCs;
  • Collect and analyze baseline data on KMCs in the region;
  • Develop an Operational Plan for kmc strengthening and newborn health for the 2 regions
  • Organize training sessions and post-training follow-up of providers trained on KMCs;
  • Disseminate the standards, guides, and manuals developed
  • Contribute to the functioning of the WhatsApp group in favor of newborn references Monitor the integration of the KMC (vaccination, breastfeeding, birth registration, early HIV detection, follow-up of the ICP committee and hygiene committee
  • Organize program information meetings with a focus on the first 1000 days (vaccination, birth registration, breastfeeding, kangaroo transport, use of thermal bracelet) in district hospitals
  • Organize awareness-raising meetings, mobilize community leaders, and women's group leaders, and follow up;
  • Organize kmC advocacy meetings with leaders in the region;
  • Monitor the activities of the CHWs in the health areas of the targeted SDSs;
  • Training and post-training follow-up of OBCs and CSAs
  • Support for communication and community mobilization activities: awareness-raising, talks, advocacy, etc.
  • Participate in local and regional coordination meetings and present the progress report of the program;
  • Tracking KMC-SNN data in DHIS2
  • Contribute to the documentation and visibility of the program by writing monthly reports, shooting (photos and video), identifying cases that can be the subject of a success story
  • Prepare a monthly activity report;
  • Perform any other task assigned by the hierarchy.

Deliverable:

  • Detailed 6-month work plan available
  • KMC inventory and basic newborn health available
  • Operational plan for the reinforcement of the KMC available to both regions and available districts
  • Monthly deliverables a report highlighting:
  • Follow-up of the mentoring of the providers and the implementation of the KMC in the FOSA
  • Level of implementation of post-training follow-up activities;
  • Update on activities with community-based organizations for newborn health and KMC
  • Synthesis and level of follow-up of the recommendations of the various information/awareness/mobilization or advocacy meetings available; local and/or regional coordination meetings;
  • Level of monitoring of CSA activities in health areas;
  • The data analyzed on kmcs is available at the level of health and community training
  • Half-yearly report -a compilation of 6 months

To qualify as an advocate for every child you will have

  • Perinatal Medicine/Pediatrics/Reproductive Health, General Medicine, Master in Public Health, Midwife
  • General professional experience of at least 5 years;
  • Experience in maternal, newborn, and child health;
  • Knowledge in the determinants of the supply and demand of health services, in particular in sonuc, SONUB, references and counter-references
  • Good knowledge of Cameroon's health system;
  • Good synthesis, analysis, and teamwork skills;
  • Good knowledge of French-speaking and writing is required, and knowledge of English is an asset.

The selected candidate is solely responsible to ensure that the visa (applicable) and health insurance required to perform the duties of the contract are valid for the entire period of the contract. The candidate may also be subject to inoculation (vaccination) requirements, including against SARS-CoV-2 (Covid).
