Le Programme Elargi de Vaccination (PEV) permet de renforcer l'immunité des enfants contre les maladies évitables par la vaccination. Les couvertures vaccinales nationales sont acceptables mais varient d'une région à l'autre. Le pays enregistre des enfants zéro dose et sous vaccinés ne permettant d'atteindre les objectifs du PEV. La faible implication des hommes dans la vaccination constitue encore un goulot que l'approche PAPA CHAMPION a contribué à addresser dans les districts où elle est appliquée. La revue de ladite approche permettra d'identifier les facteurs de succès à prendre en compte pour le passage à l'échelle nationale.

Le consultant(e) retenu réalisera les activités suivantes en collaboration avec le comité technique de pilotage composé par les équipes de la Division de l’Immunisation (DI), de la Cellule de coordination RSS et de l’UNICEF :

  • Elaborer un rapport de compréhension des TDRs et proposer un chronogramme de la consultation
  • Proposer un protocole et les outils
  • Conduire la formation des acteurs à impliquer dans la revue
  • Elaborer le masque de saisie des données
  • Conduire la formation des opérateurs de saisie
  • Superviser la collecte des données
  • Faire valider les données collectées
  • Superviser et valider la saisie des données
  • Analyser les données saisies
  • Produire un draft du rapport de la revue
  • Participer à l’atelier de validation
  • Intégrer les observations de l’atelier de validation
  • Rédiger et déposer le rapport final.

To qualify as an advocate for every child you will have…

  • Avoir des niveaux d’étude d’au moins Bac + 5 en suivi et évaluation des projets/programmes statistiques, sciences sociales, économie, économie de la santé, ou autres domaines pertinents pour la consultation ;
  • Avoir une expertise avérée dans l’évaluation des politiques et stratégies genre ;
  • Au moins 5 ans d’expériences dans le domaine de l’évaluation ou de revue des programmes et projets de développement ;
  • Avoir à son actif la conduite d’au moins 02 évaluations ou revues similaires (une attestation ou des rapports d’évaluation sont requis) ;
  • Avoir de bonnes compétences en méthodologie de collecte, de traitement et d'analyse des données ;
  • Avoir une excellente maîtrise du français et une bonne capacité rédactionnelle

Individuals engaged under a consultancy or individual contract will not be considered “staff members” under the Staff Regulations and Rules of the United Nations and UNICEF’s policies and procedures, and will not be entitled to benefits provided therein (such as leave entitlements and medical insurance coverage). Their conditions of service will be governed by their contract and the General Conditions of Contracts for the Services of Consultants and Individual Contractors. Consultants and individual contractors are responsible for determining their tax liabilities and for the payment of any taxes and/or duties, in accordance with local or other applicable laws.

The selected candidate is solely responsible to ensure that the visa (applicable) and health insurance required to perform the duties of the contract are valid for the entire period of the contract. Selected candidates are subject to confirmation of fully-vaccinated status against SARS-CoV-2 (Covid-19) with a World Health Organization (WHO)-endorsed vaccine, which must be met prior to taking up the assignment. It does not apply to consultants who will work remotely and are not expected to work on or visit UNICEF premises, programme delivery locations or directly interact with communities UNICEF works with, nor to travel to perform functions for UNICEF for the duration of their consultancy contracts.
