UNICEF has been working in Cameroon since 1975 to allow women and children to fully realize their rights to development without restriction, as enshrined in the UN Convention on the Rights of the Child. UNICEF provides financial and technical support to Cameroon across seven areas to fully realize the rights of women and children. These areas include Health, HIV/AIDS, Water-sanitation-Hygiene, nutrition, education, child protection, and social inclusion. UNICEF focuses mainly on children and the most vulnerable and excluded families. Cameroon’s 2020 population is estimated at 26,545,863 people according to UN data. The population is young and generates strong socioeconomic demand. In rural areas, limited access to basic social services and the effects of climate change lead to household impoverishment and severe child deprivations. The task is immense but not insurmountable; it requires the energy of all stakeholders in Cameroon and outside of Cameroon: also, women, men, youth and children, government, technical and financial partners, donors, civil society, the private sector, parliamentarians, and communities. Everyone is invited to participate in the struggle to meet the challenges ahead. Together, we will act for Cameroon, a country that summarizes the challenges and hopes of Africa.

How can you make a difference?

Task and Responsibility

  • Elaborer une note documentaire sur les plans d’action régionaux pour l’enregistrement des naissances

  • Appuyer le processus de planification, facilitation et rapportage sur le forum national sur l’enregistrement des naissances au Cameroun

  • Élaborer la note conceptuelle du Forum sur la base des recommandations de l’évaluation sur l’enregistrement des naissances et les plans d’actions régionaux pour l’enregistrement universel des naissances ;

  • Organiser des réunions avec le MINDDEVEL et le BUNEC et mettre en œuvre leurs orientations concernant l’organisation du Forum ;

  • Procéder aux consultations des maires et des responsables des Communes et Villes Unies du Cameroun ;
  • Suivre les taches relatives à l’organisation du Forum, y compris la préparation des documents tels que les rapports d’évaluations, études et recherches ;
  • Identifier les personnes ressources qui seront mises à contribution lors du forum ;
  • Faciliter le contact avec les médias locaux et internationaux pour une plus large diffusion et communication sur le forum sur l’enregistrement des naissances
  • Produire 5 vidéos (une par région et une sur le forum national) sur les initiatives visant l’enregistrement universel des naissances au Cameroun
  • Préparer le rapport sur le forum national et organiser une réunion de présentation pour l’équipe de gestion.

To qualify as an advocate for every child you will have

  • Master en droit, communication, Relations internationales ou domaines similaires.
  • Expérience d’au moins 10 ans et être bien informé dans la gestion et les opérations de l'état civil et / ou systèmes de l'état civil aux niveaux national et régional ;

  • Compétences solides en communication au grand public et animation des ateliers ; bonnes capacités permettant de produire des articles pour la presse et vidéos.

  • Parfaite maîtrise du français et de l’anglais ; parfaite maîtrise de l’outil informatique.

Individuals engaged under a consultancy or individual contract will not be considered “staff members” under the Staff Regulations and Rules of the United Nations and UNICEF’s policies and procedures, and will not be entitled to benefits provided therein (such as leave entitlements and medical insurance coverage). Their conditions of service will be governed by their contract and the General Conditions of Contracts for the Services of Consultants and Individual Contractors. Consultants and individual contractors are responsible for determining their tax liabilities and for the payment of any taxes and/or duties, in accordance with local or other applicable laws.

The selected candidate is solely responsible to ensure that the visa (applicable) and health insurance required to perform the duties of the contract are valid for the entire period of the contract. Selected candidates are subject to confirmation of fully-vaccinated status against SARS-CoV-2 (Covid-19) with a World Health Organization (WHO)-endorsed vaccine, which must be met prior to taking up the assignment. It does not apply to consultants who will work remotely and are not expected to work on or visit UNICEF premises, programme delivery locations or directly interact with communities UNICEF works with, nor to travel to perform functions for UNICEF for the duration of their consultancy contracts.
