STANDARD MINIMUM QUALIFICATIONS

Education:

  • Advanced University degree in in Organizational Management, Public Governance, Public Administration, Human Resources Management, International Development, International Relations, Organizational Strategy, or First University degree with additional years of relevant work experience and/or training/courses.

Experience:

At least dix (10) years of relevant experience working as an independent consultant in Organizational Management, Public Governance, Public Administration, Human Resources Management, International Development, International Relations, Organizational Strategy or other related fields.

- Experience in conducting and presenting analytical work - Experience as a consultant in organizational management - Analysis of specifications and writing of technical and operational specifications - Previous experience working in an international organization and/or a desirable United Nations organizationhigh level authorities, local governments and civil society organizations desirable. Experience working in multicultural environments is an asset

Skills:

  • Strong communications skills (both written and verbal) at a level appropriate for representation.

ORGANIZATIONAL CONTEXT

WFP’s strategy in Benin for the period of 2019–2023 is aligned with the 2030 Agenda for Sustainable Development, the Government’s national development plan for 2018–2025 and the United Nations Sustainable Development Cooperation Framework (UNSDCF) for Benin for 2019–2023. It’s based on the 2018 zero hunger strategic review recommendations, evaluations and lessons learned from previous programmes.

WFP use an integrated approach, institutional capacity strengthening and partnerships to support the Government in addressing food insecurity at the household, community and individual levels, focusing on four axes:

  • school feeding under an integrated nutrition-sensitive, multisectoral approach (with linkages to social protection, education, health, agriculture, hygiene and sanitation);
  • nutrition assistance, with an emphasis on the prevention of malnutrition, including micronutrient deficiencies among children and pregnant and lactating women and girls;
  • institutional capacity strengthening, with home-grown school feeding as an entry point for promoting local food production, particularly in support of smallholder farmers, especially women;
  • assistance to populations affected by crises in Benin during and after crises.

WFP works with government, other UN agencies, NGOs, private sector companies and others to mobilize resources, find innovative solutions and reach vulnerable communities in Benin.

JOB PURPOSE

The mission will take place in Cotonou, Sub-Office of Parakou and Field Office of Natitingou / Bohicon. It is expected to last 15 days under the direct supervision of the Head of Administration or designate.

ACTIVITIES TO BE CARRIED OUT BY THE CONSULTANT : (not all-inclusive)

The consultant will conduct primary data collection from Unit Heads, Sub-Bureau, Heads of Unit and other key WFP staff, through interviews and focus group discussions. He/she will also make use of existing documents. He/she will develop the deliverables of the consultancy in line with the expected results. The main activities to be conducted are as follows:

- Review available documents on the subject (evaluation reports, documents produced by other WFP country offices on sub-offices and field offices or other decentralized entities; mapping of sub-offices and Field Offices (old and additional); recruitments already made and those to come; different SOPs or memos on their current organization and administrative management etc.); - Generate a coherent analysis based on the data and information collected; - Produce the different organizational charts of the sub-offices and Field Offices by establishing the supervision and evaluation links between each level, the number of antennas covered by each sub-office, and how many Field Offices can be entrusted to technical staff (IT for example). Determine the Field Offices or sub-offices for which focal points should be preferred to the deployment of additional staff, etc. - Prepare the general report of the mission; - Present the report to WFP management at a meeting organized with all heads of units in the country office, heads of sub-offices and Field Offices .

OBJECTIVES

The general objective of the mission is to make an inventory of the functioning of the antennas and sub-offices and to define the functioning modalities of the new ones to be created within the framework of the extension of the National Integrated School Feeding Program and this in view of a better organization and coordination of the WFP activities in the country.

More specifically, it will involve : - Conduct an assessment of the current operating model of the Parakou Sub-Bureau and the Natitingou and Bohicon Field Offices, collect the expectations of the staff of these field Offices, the Parakou Sub-Bureau and the Cotonou main office within the framework of the extension and document the lessons learned; - Design a Standard Operating Procedure (SOP) document that exhaustively establishes the role and mode of operation of the Sub-Offices and field Offices they cover and organizes the administrative, financial and human resource management within these entities. The SOP should define the modalities of communication and supervision between the Sub-Bureaux, Field Offices and between the Country Office and the Sub-Bureaux; - Produce a mission report presenting lessons learned.
