Consultant Medical & Health Programme & Policy

Overview

Provide technical support to develop training programs for Community Health Workers.

You have:

• A Master degree in Public health, pediatric health, family epidemiology, or community health related sciences
• A minimum of Five (5) years of relevant professional work experience at the national level in the area of planning and management or in relevant areas of maternal neonatal and child health care, experience working with community health programs, training material development and training facilitation is required.
• Good experience in Monitoring and evaluation or management information systems at country level will be an asset
• Prior relevant experience in health/nutrition program/project development and management in any UN system agency or organization is an asset.
• Fluency in French is required. Knowledge of a local language is an asset.

The main objective of the consultation will be to provide technical support to develop an operational plan for the training of CHWs and their supervisors in priority regions and districts. This includes preparation of all didactic material in collaboration with the « Bureau Regional de Formation – BRF », organization of training of trainers, and organization of the Training of Community Health Workers and their supervisors.

How can you make a difference?

The consultant will perform the following tasks:

1. Organize kick-off meetings with BRFs to assess BRF functionality and, based on this assessment, provide technical assistance to eliminate bottlenecks and ensure full BRF functionality in priority regions.

2. Support regional managers through BRFs in identifying training needs and delivering training to identified actors in a harmonized and integrated manner.

3. Mapping of stakeholders to be trained and analysis of capacity-building needs, and establishment of a training plan for regions, training of trainers, to ensure the identification of training sites for each locality, number of qualified trainers and number of groupings carried out, not leaving out reporting.

4. Develop modalities for initial training (e-learning, theory, practice), a competency-based certification approach for CHWs who have successfully completed initial training.

5. Establish a detailed plan and timetable for regions and districts as part of the finalization of the curriculum and initial training timetable for the national CHW program.

6. Collaborate with DSSB/SFP and partners to facilitate the initial training of CHIs, i.e. develop a training plan, roll out core and cascade training using the approved curriculum.

7. Ensure the use of guides, aides mémoires, image boxes, community information system tools, supervision toolbox and other training materials to ensure consistency with the CHW program, national policy and MOH requirements, while meeting MOH deadlines and needs.

To qualify as an advocate for every child you will have…

• A Master degree in Public health, pediatric health, family epidemiology, or community health related sciences

  *A first University Degree in a relevant field combined with 2 additional years of professional experience may be accepted in lieu of an Advanced University Degree.

• A minimum of Five (5) years of relevant professional work experience at the national level in the area of planning and management and/or in relevant areas of maternal neonatal and child health care, experience working with community health programs, training

  material development and training facilitation is required.

• Good experience in Monitoring and evaluation or management information systems at country level will be an asset
• Prior relevant experience in health/nutrition program/project development and management in any UN system agency or organization is an asset.
• Relevant experience in a UN system agency or organization is considered as an asset.
• Developing country work experience and/or familiarity with emergency is considered an asset.
• Fluency in French is required. Knowledge of a local language is an asset.

Individuals engaged under a consultancy or individual contract will not be considered “staff members” under the Staff Regulations and Rules of the United Nations and UNICEF’s policies and procedures, and will not be entitled to benefits provided therein (such as leave entitlements and medical insurance coverage). Their conditions of service will be governed by their contract and the General Conditions of Contracts for the Services of Consultants and Individual Contractors. Consultants and individual contractors are responsible for determining their tax liabilities and for the payment of any taxes and/or duties, in accordance with local or other applicable laws.

The selected candidate is solely responsible to ensure that the visa (applicable) and health insurance required to perform the duties of the contract are valid for the entire period of the contract. Selected candidates are subject to confirmation of fully-vaccinated status against SARS-CoV-2 (Covid-19) with a World Health Organization (WHO)-endorsed vaccine, which must be met prior to taking up the assignment. It does not apply to consultants who will work remotely and are not expected to work on or visit UNICEF premises, programme delivery locations or directly interact with communities UNICEF works with, nor to travel to perform functions for UNICEF for the duration of their consultancy contracts.
