It contributes to finance the implementation of the UN Transitional Engagement Framework (TEF) for Afghanistan (Outcome 2: Sustain essential services; and Outcome 3: Preserve social investments and community-level systems). STFA’s strategic priorities focus on four thematic areas, namely: (i) Provision of essential services; (ii) Community livelihoods and local economic activities; (iii) Protecting farm-based livelihoods from natural disasters; and (iv) Community resilience and social cohesion. STFA currently has 14 Participating UN Organizations (PUNOs). UNESCO is the only organization amongst PUNOs, having a mandate in the education, culture, and communication and information sectors. STFA supports Afghanistan in an area-based approach, focusing on eight regions of Afghanistan. UNESCO will be rolling out interventions in all eight regions, i.e. North, South, West, East, North-East, South-East, Capital and Central Highlands regions in the Education, Culture and Communication and Information (CI) sectors. In light of the above, there is a need of coordination between sectors and with the secretariat/Trust Fund Management Unit of STFA with regards to project proposals, implementation, monitoring, evaluation and reporting. In this context, UNESCO is recruiting a national consultant to coordinate the engagement of UNESCO across sectors within the organization and externally with other PUNOs, and the secretariat/Trust Fund Management Unit of STFA. Long Description ---------------- **Main duties and responsibilities** Under the overall authority of the Director of the UNESCO Office in Kabul and Representative of UNESCO to Afghanistan and the direct supervision of the Head of Education Unit, the incumbent will be responsible for coordinating the engagement of UNESCO in relation to STFA. The incumbent will perform the following tasks: **1.Coordination** a.Coordinate with the Trust Fund Management Unit of STFA situated within UNDP on matters relating to proposals, monitoring, evaluation and reporting or any other queries. b.Coordinate with the programme staff of the Education, Culture, and Communication and Information (CI) sectors within UNESCO on matters relating to monitoring, reporting (quarterly and annual) and evaluation or any other queries. c.Participate in all coordination meetings of STFA and keep programme staff of UNESCO informed about the summary of the meetings including action points. d.Convene any inter-sectoral meetings of UNESCO programme staff that may be required to discuss and deliberate on matters related to STFA. Be the one focal point of communication between UNESCO and the Trust Fund Management Unit of STFA situated within UNDP and between Kabul Office and other relevant counterparts within UNESCO, including its Headquarters and Regional Office as appropriate. Long Description ---------------- **2.Compilation and knowledge managemen**t a. Compile programme documents, proposals or any other inputs from UNESCO that may be required by the Trust Fund Management Unit of STFA. b. Compile the quarterly narrative and financial reports and final report for STFA in coordination with all implementing sectors, the finance and communications teams. This will include compiling and consolidating data with regards to outputs and targets achieved based on relevant performance indicators. c. Compile any inputs with regards to STFA that may be required by UNESCO Headquarters, Regional office, and donors. d. Arrange all necessary documents in the internal shared platform for good records management. **3.Monitoring and communication** a. Monitor the progress of implementation of projects by keeping track of outputs and targets achieved based on relevant performance indicators. b. Monitor key deadlines, target dates and other data and keep programme staff informed on the same. c. Prepare briefing notes, presentations, and documents to update on the progress of STFA. d. Work closely with programme staff on communications to ensure visibility of UNESCO’s role in STFA, including drafting and reviewing advocacy and communications materials. Long Description ---------------- **Outputs/Deliverables** 1.Monthly Coordination Report, including any necessary STFA related reports as required: Submit a monthly report on coordination activities for STFA, which should include details of activities including summary of key meetings and actions anticipated in the next month, together with the necessary STFA related reports as required over the monthly reporting period. 2.UNESCO Quarterly report of STFA submitted by 30 June 2022 or a date requested by the Trust Fund Management Unit of STFA.
