WFP has operations in Twelve countries across the Southern Africa region (Namibia, Eswatini, Lesotho, DR Congo, Congo Brazzaville, Malawi, Zambia, Tanzania, Mozambique, Madagascar, Zimbabwe, and Angola). The operations in each country are carried out within the framework of 4 or 5 year Country Strategic Plan. WFP is implementing food security and nutrition activities relevant for each country context, aligned to appropriate national development priorities as well as to the WFP Strategic plan and associated corporate strategic objectives.

In Mozambique, despite the gradual improvements in economic growth and poverty reduction in recent years, malnutrition continues to affect a large part of the population in Mozambique with nearly one out of two children under-five years of age being stunted (43%). The 2017 Cost of Hunger study estimated that 62 billion meticais were lost in 2015 because of stunting; equivalent to 10.94% of national GDP.

WFP is supporting the Government to address the basic and underlying causes of stunting through an integrated gender transformative and nutrition sensitive (GTNS) project titled “Reaching the furthest behind first: Gender transformative and nutrition sensitive programming to increase food and nutrition security for women, adolescent girls, and children in Chemba district, Sofala province”. The project aims to improve women and adolescent girls’ empowerment, increase nutritional diversity and reduce stunting among girls and boys under the age of five in the context of a changing climate.

BACKGROUND AND PURPOSE OF THE ASSIGNMENT

WFP Mozambique country office is commissioning a Decentralized Evaluation (DE) of the Gender Transformative and Nutrition Sensitive Project funded by the Austrian Development Agency (ADA). The evaluation will assess all activities implemented through the project with particular emphasis to assess the project against four key evaluation criteria: Effectiveness, Efficiency, Impact, and Sustainability/Scalability.

It will cover an implementation period of July 2019 to October 2022.

The country office is looking for a consultant to lead the management of this DE, which at the time of preparing these TOR is at stage of recruitment of an independent evaluation team. The main objective of this assignment is to support WFP Mozambique Country office in managing the DE as per the approved evaluation TOR and in line with the WFP Decentralized Evaluation Quality Assurance System (DEQAS) process guide to ensure an independent, credible and useful process and product.

As the baseline evaluation has been completed in 2020, the consultant will focus primarily in managing the endline evaluation including preparation, supervision, and reporting which will take place between September 2022 to June 2023.

In addition, WFP would like for qualitative evaluations that gather lessons learned about specific new, innovative and untested activities, within the project, to be conducted. The evaluation manager consultant will also lead this activity

KEY ACCOUNTABILITIES (not all-inclusive)

For the DE of the GTNS:

• To achieve that objective, the consultant evaluation manager will:
• Prepare a detailed workplan for the DE
• Recruit the evaluation team following WFP procedures and guidance and in line with the requirements outlined in the approved evaluation TOR;
• Act as a contact point in WFP for the evaluation team throughout each phase of the evaluation;
• Convene on behalf of the chair (CD/DCD), the evaluation reference group and evaluation committee meetings and provide secretariat services;
• Consolidate library of documents and data sets needed for the evaluation before start of inception phase;
• Take responsibility for the administrative and logistical needs of the evaluation process
• Organise and facilitate evaluation team orientation meetings;
• Manage the endline of the evaluation as per the DEQAS guidance to ensure that the evaluation team delivers a high-quality endline report that addresses the requirements in the TOR and within the context, as it may be evolving;

• Coordinate with the evaluation team and WFP staff to prepare field site visit schedules in line with the requirements set out in the inception report and organize meetings (including a briefing and debriefing);

• Manage the data collection/field phase of the evaluation, ensuring that the evaluation team follows the design and methodology as designed in the approved inception report, and within the context as it may be evolving;

• Manage the reporting phase to ensure that the evaluation team delivers a high quality endline evaluation report that meets WFP quality standards and answers all the evaluation questions outlined in the approved evaluation TOR and elaborated in the evaluation matrix that will be annexed to the report;

• Ensure proper engagement by Country Office in the finalization of the evaluation report by analyzing, discussing, and consolidating comments from Country Office and Regional Bureau staff on the draft evaluation report(s);

• Organise and hold a session at the end of the evaluation to reflect on the lessons and the process - with a representative of the consulting firm and the team leader to ensure efficient and successful future decentralized evaluations by the WFP Mozambique Country Office;

• Support the WFP Country office to prepare management response to the evaluation recommendations on time, sufficiently identifying the actions to be carried out to implement those recommendations for potential future scale up;

• Support dissemination and communication of the evaluation findings to all key stakeholders;

• Any other duties that may be required.

Working Arrangements

• This assignment is to be performed from Maputo. However, the consultant should be flexible to travel to Chemba District, Sofala, especially during data collection, if required. • To ensure that the evaluation process progresses smoothly, the evaluation manager will ensure: o A weekly check-in call with the evaluation team leader and the regional evaluation team focal person to review progress and address any issues arising o Convene on behalf of the chair of the evaluation committee and reference group (CD/DCD), the evaluation reference group and evaluation committee meetings and provide secretariat services; o Lead the development of a Communication and Learning Plan by expanding the contents in section 8.1 of the approved evaluation TOR o Bring to the attention of the CO management any issues that may affect the quality and credibility of the evaluation process; o Seek technical guidance, as appropriate, from the regional evaluation officer

QUALIFICATIONS & EXPERIENCE REQUIRED

Knowledge, skills and competencies:
