To support UNDP to coordinate with government department of Uttar Pradesh especially with Office of Relief Commissioner Government of Uttar Pradesh in implementation of UNDP’s COVID19 Pandemic Response Strategy in Uttar Pradesh

Background

The Covid 19 pandemic has posed severe challenges especially for the urban poor and migrant workers. Physical distancing has become a new normal and one must learn to live with it. Unemployment is set to rise and conditions of the poor and marginalized is bound to deteriorate further with dip in economy. Such scenario calls for adopting innovative measures for combating the new challenges while adapting ways to cope.

The country-wide lock down since 24 March that became necessary to contain the spread of the COVID 19 pandemic seems to be erupting into an unprecedented humanitarian crisis due to the unprepared exodus of this massive population group. Relief measures such as GOI’s Pradhan Mantri Garib Kalyan Package (PMGKP) of Rs 34,800 crore provided relief to around 39 crore poor people by early May. But such measures seem to have bypassed migrants on account of their highly informal existence in urban areas, including the absence of suitable identity devices such as ration cards or bank accounts in their work locations. The state governments are distributing dry rations and running programmes such as community kitchens. But clearly, these have inadequate outreach given the scale of the problem. Unpaid wages, lack of clear prospects on resumption of income earning activates, shortages of food rations etc. seem to have created a high level of despondency in urban slums. A high number of migrants from nearby or faraway rural area stay in the slums for livelihoods opportunities that a city can provide. The states are trying to take care of the medical and psychological needs of the urban poor along with food and shelter requirements. There is need to support government departments with data analytics, innovative solutions, action plans and policy notes etc. to provide effective relief and support to urban poor and migrants.

UNDP has supported the development of Pravasi Rahat Mitra App with Office of Relief Commissioner, Government of Uttar Pradesh to collect the data on skills available with the large migrants’ populations so that appropriate matching of skills with the existing job opportunities in MSME and other sectors can be facilitated. The app is being used in collecting the data of returnee migrants’ basic details, corona screening information and skill sets. The data from millions of returnee migrants will be analyzed and policy notes will be developed to provide recommendation and action plans for providing jobs and livelihood opportunities to returnee migrants. This technical support will result in coordination with other department involved in migrants & livelihood issues.

UNDP intends to provide support to related departments of Skills & Entrepreneurship, Labour, MSME etc. to support a holistic response by the Government of Uttar Pradesh. In this context, UNDP is looking to hire a young professional with experience in government relationship, strategy development, monitoring & evaluation, data analytics etc.

Duties and Responsibilities

Scope of Work:

The Consultant will support the UNDP State Head of Uttar Pradesh on developing the body of work with Office of Relief Commissioner and related departments of Skills & Entrepreneurship, Labour, MSME etc. to support in data analytics, strategy development and data support systems

Objectives of the assignment:

  • Identify critical needs of the departments in government of Uttar Pradesh with special focus on Urban Development & Relief Commissioner Office, Skills, MSME, Labour etc.
  • Support in design solutions like apps, templates, reporting formats based on the on the need communicated by relevant departments of Uttar Pradesh as COVID response
  • Facilitate convergence among departments for achievement of goals, support the department in drafting Governmental and Official Orders,
  • Capacity building of teams within department in order to implement the decided solutions
  • Support data collection, analysis, documentation, and reporting for the COVID 19 economic recovery activities conducted with the concerned department and create actionable reports for implementation by departments
  • Support the departments in implementation of solutions as decided

Activities:

The specific tasks to be undertaken are as follows:

  • Coordinate with multiple stakeholders within and outside governments

    • Map the relevant stakeholders to understand the current scenario, anticipated disruptions and/or bottlenecks, and the available resources specific to the department
    • Conduct meetings with various stakeholders and related departments and officers to agree on timelines
    • Coordinate with all stakeholders to deliver the task
  • Strategy formulation
  • Prepare a plan for large scale data collection and analysis of returnee migrants’ skills and availability across district and block
  • Formulate a detailed strategy with the timeline, potential timelines, activities, deliverables, budget, implementation mechanism, monitoring, and evaluation framework, knowledge management framework for achieving the intended outputs and outcomes
  • Documentation of the strategy in a simple unambiguous, engaging, informative, and convincing keynote address as well as document
  • Reviewing of the strategy and consensus building among various stakeholders for a specific way forward
  • Coordinate approvals for the implementation of the strategy
  • Implementation Support

    • Plan capacity building sessions by ensuring finalization of content, delivery technique, and attendees
    • Support department in issuing orders and communications specific to the capacity building
    • Facilitate capacity building of staff of the department with support from the department through zoom and other virtual medium
    • Provide context specific local knowledge products reports on livelihoods, skills with action plan to the department
  • Data analytics and Decision Support Systems

    • Support in development of technical application and guidance to vendors for development of apps as required by department
    • Conceptualize and develop impact framework to monitor and measure the impact of all strategies.
    • Conduct big data analytics on the large datasets shared by government using licensed tools, design data collection systems in-line with the objective of the assignment of the department; complete the study and prepare the report after completion of data analysis
    • Support UNDPs research by coordinating with the departmental officers as well as the on-ground team and provide analytical support for the data collected
    • Prepare actionable reports and policy notes based on finding of research study and data analytics for the department
  • Communications
  • Support the department in internal communications by assisting the team in drafting communications and setting up systems for quick and noise-less communication
  • Prepare meeting notes and meeting minutes; draft articles, speeches, briefings, presentations, reports; compile documents and collate information as and when required
  • Support UNDP in development of IEC materials as and when required

Competencies

Job Knowledge/Technical Expertise

  • Experience working with the Central and/or State Government department or agencies will be required
  • Functional research skills with attention to detail and academic vigour, with competency in big data analysis vis-a-vis statistical packages (like SPSS, R, etc.)
  • Excellent demonstrated documentation skills vis-a-vis MS Office Suite and prior experience in developing concept notes / reports / project plans will be essential
  • Ability to understand coding for technical application will be beneficial
  • Self-motivated and ability to work with minimal supervision

Communication skills

  • Good communication, interpersonal skills, with an ability to work in a multi-cultural environment.

Project Location:

The assignment will be based at home or at the offices of the relevant departments as required. It might include travel to districts in Uttar Pradesh if required as well as to the UNDP Country Office in New Delhi to meet with project team members.

Recruitment Qualifications:

Educational Qualifications:

Bachelor’s in technology /Computer Science is essential

Postgraduate in Development Studies/Social Work/Rural Management/Data Science etc. is desirable

Experience:

  • At least three years of experience in programme design, implementation, monitoring, evaluation or research in public policy domain
  • At least two years of experience of working with Government departments or agencies
  • Experience in implementation of programmes at state level, documentation of project reports, development of apps & dashboards, and stakeholder management
  • Excellent communications and documentation (MS Word, Excel) skills in English

Evaluation Criteria

The award of the contract shall be made to the individual consultant whose offer has been evaluated and determined as Responsive to the requirement. Having received the highest score out of a pre-determined set of weighted technical and financial criteria specific to the solicitation.

Only candidates obtaining a minimum of 49 points (70% of the total technical points) would be considered for the Financial Evaluation.

• Technical Criteria weight - 70%.

• Financial Criteria weight – 30 %

Technical Criteria (70% of total evaluation)

  1. At least three years of experience of working in development sector- 20%
  2. At least two years of experience with the Central and/or State Government agencies and managing multiple stakeholders - 20 %
  3. At least three years of competency in big data analysis vis-a-vis statistical packages (like SPSS, R, etc.) - 20%
  4. Excellent demonstrated documentation skills vis-a-vis MS Office Suite and prior experience in developing concept notes / reports / project plans will be essential - 10%

Financial Criteria: (30% of the total evaluation) based on the total all-inclusive daily professional fee for tasks specified in this announcement

Financial Proposal:

Technically qualified consultants will be requested to submit their daily fee rate i.e. consultants who score more than 70% i.e. 49 marks with respect to the above-mentioned evaluation criteria. Consultant should not specify their consultancy fee on their CV or with the submission. The CV will not be evaluated further in case the consultant submits the same
