How can you make a difference?

The Education Section, UNICEF East Asia and Pacific Regional Office is seeking an individual consultant to support a new and much-needed initiative in early childhood development (ECD) at the UNICEF East Asia and Pacific Regional Office (EAPRO) – Mental Health and Violence Prevention during the Early Childhood Development period, focusing on the first 1,000 days of life: A multi-sector and multi-country exploratory study on lessons learned during COVID-19 and identifying opportunities ahead.

Purpose of the assignment

To support country offices in advancing the agenda to promote mental health and violence prevention across the period of ECD, this consultancy will focus on:

• Developing a brief regional landscape of policies in the countries of the East Asia and Pacific region and also, to identify the strengths and gaps at design and implementation level of the programmes for dealing with the issues related to mental health and violence. This will particularly focus on documenting cross-sectoral responses in terms of best practices, and tools available, as well as possible strategic solutions through various existing platforms including opportunities for early detection and prevention of violence, e.g. integrated management of newborn and childhood illnesses, Maternal and Child Health, and Primary Health Care

• Understanding the impact of COVID-19 on children's and caregivers’ mental health and violence situations across the early childhood period, especially during the first 1,000 days of life (including preterm and low-birth-weight newborns) and with an emphasis on adolescent mothers.

• Build upon the findings in the MHPSS regional report to identifying entry points to boost advocacy efforts on this topic with governments and partners, informed by findings from the regional landscape (#1), with an overall focus to inform UNICEF’s recovery agenda and work in strengthening promotion and support on positive mental health and violence prevention.

• Developing technical guidance and programmatic resources with proposed solutions useful for CO that would like to implement concrete actions in the programmatic response related to mental health of vulnerable caregivers of young children and teenage mothers. This will be developed following on from the assessment of needs and the identification of policies in the region, as well as an understanding of COs’ needs.

Work Assignment:

The selected consultant will support the ECD Regional Specialist in the following:

  1. Develop an inception report, including detailed methodology and data collection tools, a list of secondary data sources that will be reviewed during the desk review, and a list of potential stakeholders who will be interviewed.
  2. Produce a final EAP landscape review on mental health and violence situations across the early childhood period, especially the first 1,000 days of life.
  3. Create highlights of 4 country case studies (countries TBC and to be discussed) of best practices and key challenges in the region on institutional responses and available programs that are helping to support positive mental health and violence prevention in ECD.
  4. Develop a brief suggested list of potential entry points to boost advocacy efforts on this topic with governments and partners.
  5. Develop a technical guidance and programmatic resources with a useful repository of proposed solutions, resources, tools through existing platforms across sectors.
  6. Produce a final PPT presentation of key findings reaching regional and country colleagues.

Data collection

The synthesis review can be informed through numerous approaches, including:

    • Desk review of available documents related to caregiver’s mental health and violence prevention, situation and strategies across different sectors and throughout across the early childhood period, particularly during the first 1000 days of life across EAP.
    • Survey or questionnaire.
    • Focus group interviews with key stakeholders.

Work Schedule: 1 November 2022 – 30 June 2023 (6 Months) at part-time basis. Approximate 60 working days.

Deliverables:

• Develop inception report with methodology and data collection tools

• Produce a final EAP landscape review on mental health and violence for ECD

• Develop 4 country case studies

• Develop a brief suggested list of potential advocacy entry points

• Develop a technical guidance and programmatic resources

• Produce a final powerpoint presentation of key findings at regional webinar

Duration of Contract: 1 November 2022 – 30 June 2023 (6 Months) at part-time basis. Approximate 60 working days.

Official Travel & Work Location: The consultant can work remotely and there is no travel envisioned.

To qualify as an advocate for every child you will have…

• Advanced university degree in Child Development, Social Sciences, Education, Health, including expertise in the area of Early Childhood Development.

• Mínimum 10 years of experience working in Social Sciences area, including Early Childhood Development.

• Experience working with international development or any other UN agencies a plus.

• Experience with conducting studies or research on issues relating to Early Childhood Development, Mental Health, and Violence Prevention.

• Strong research and analytical skills.

• Demonstrated skills in professional high quality writing in English.

• Demonstrated ability in work planning, report preparation, and ability to work independently.

• Excellent interpersonal skills and previous experience communicating with partners at different levels.

• Experience working in the East Asia Pacific region is highly desirable.

• Fluency in English is required with demonstrated ability to produce high-quality written work.
