How can you make a difference?

UNICEF East Asia and the Pacific Regional Office (EAPRO) is seeking a consultant to translate the regional conceptual framework into regional strategic and pragmatic guidance, aligned with UNICEF’s Global Multi Sectoral Operational Framework on MHPSS, for EAPRO and the country offices, setting out the role of UNICEF and the specific role of UNICEF sections. The consultant will also support the implementation of the Situational Analysis on adolescents and mental health, led by ADAP.

Work Assignment:

  1. Undertake a mapping of engagement of UNICEF and relevant organisations in the region on MHPSS, in collaboration with the TA MHPSS
  2. Develop a fact sheet on UNICEF and MHPSS engagement in EAPR
  3. Develop a UNICEF regional strategy and pragmatic guidance to support EAPRO and the COs to translate the regional conceptual framework and the global multi sectoral operational framework into transformational action. The regional conceptual framework on MHPSS systems provides robust guidance on a) what constitutes a multi-tiered system and tailored services for children and young people b) the role of health, social welfare, education and justice sectors to deliver the MHPSS system and services c) the enabling framework necessary to support a transformation of MHPSS provision for children and young people d) broad recommendations for UNICEF. The next step is to provide concrete guidance to UNICEF RO sections and COs to identify the key considerations and key actions they should take in expanding their engagement on MHPSS systems and services strengthening, based on best practices in region and globally. a. Consult the RO and COs, and the TA MHPSS, on the role of UNICEF and UNICEF sections on MHPSS on the basis of the regional conceptual framework and the findings of the multi country study b. Develop the regional strategy and pragmatic guidance on implementation of the regional conceptual framework (aligned with the global multi sectoral operational framework) providing key considerations and recommendations for COs and for each relevant UNICEF section on engagement on MHPSS, incorporating feedback from UNICEF COs and EAPRO c. Present the regional strategy and pragmatic guidance to the RO and to Cos

  4. Provide technical support and oversight for the implementation of the Situational Analysis for adolescents and mental health a. Oversee the implementation of the situational analysis b. Facilitate a technical review of key deliverables for the situational analysis

  5. Work with the TA MHPSS to identify the focus countries for a) the Joint WHO-UNICEF Programme on MHPSS and b) the roll out of the Regional Conceptual Framework/Global Multi Sectoral Operational Guidance on MHPSS a. Undertake a consultation with key COs and with WHO on country readiness to be part of the Joint Programme and /or the roll out of the Regional Conceptual Framework/Global Multi Sectoral Operational Guidance on MHPSS

End Product(s):

  1. Regional strategy and guidance on the role, opportunities and key considerations for UNICEF in the region on MHPSS systems and services strengthening and transformation for children and young people. (est 10-15 pages), plus a one to two page summary
  2. The document to include: an overview of the regional conceptual framework and how it fits with the global package on MHPSS, including the Global Multi Sectoral Operational Framework; the role and opportunities for UNICEF EAPRO and UNICEF COs, including organization’s comparative advantage vis a vis other operational agencies and organisations, for the implementation of the regional conceptual framework; key considerations for the COs on selecting strategic priorities on MHPSS; the potential role of each relevant UNICEF section to implement the regional conceptual framework; and identification of what actions can and should be integrated into ongoing systems strengthening work for health, education, social welfare/child protection and justice and what additional actions should be considered by UNICEF sections
  3. Mapping of engagement of UNICEF and relevant organisations in the region on MHPSS for children and young people, in collaboration with the TA MHPSS
  4. Countries identified for participation in the Joint WHO-UNICEF Programme on MHPSS and/or roll of the Regional Conceptual Framework/Global Multi Sectoral Operational Framework
  5. Fact sheet on UNICEF engagement MHPSS in EAPR (est 2 pages)
  6. Operationalization of multi-country research on Situation of Adolescents’ MHPSS in EAP

Duration of Contract: 2nd May 2022 – 15th August 2022 (55 days over 3.5 months)

Working Location: The consultant will work in his/her own premises but will regularly report to the contract supervisor.

Official Travel Involved: No travel envisaged.

All applicants must have the following essential knowledge and experience.

Essential

  • Master’s degree in law, social sciences, anthropology, or related field.
  • 5 years of professional experience in MHPSS.
  • Demonstrated expert and up to date knowledge of on MHPSS.
  • Understanding of the global multi sectoral framework on MHPSS.
  • Experience of drafting strategies or guidance documents.
  • Excellent communication skills.
  • Fluency in English is required.

Desirable

  • Experience of MHPSS in EAPR is desirable.
