(The role of this vacant position does not include responsibility for UNESCO's wider external communications, which is managed by the Division for Communications and Public Engagement.) I. Under the authority of the Chief of the Section for Media Development and Emergency (CI/FMD/MDE), Media Development and Emergency and the direct supervision of the Advisor for Communication and Information, the Individual Specialist shall undertake tasks in line with the 41 C/5 Output 6.CI3: “Member States and media institutions enabled to strengthen media development and media pluralism, including through the International Programme for the Development of Communication”. The tasks will help achieving the targets “Number of Member States that implement media development projects and support pluralism; and number of media institutions that reinforce their independence and pluralism”. Long Description ---------------- II. More specifically, the Individual Specialist will: - **Contribute to the implementation of media development, pluralism, and diversity projects** - Provide support for the implementation of media development projects with an aim to foster an enabling environment for media in countries, strengthen media pluralism by supporting community media and public service broadcasting policies and practices, and reinforce media diversity through increased gender, indigenous and disability equality in media operations and editorial content. - Contribute to the preparation of project documents for submission to donors. - Contribute to the preparation of substantial reports, briefings, presentations, deadlines, and other project related documents. - **Contribute to the resource mobilization and partnerships for the media development, pluralism, and diversity projects** - Carry out an analysis and research, mapping of partners and donors. - Identify existing and update on how media development, pluralism and diversity have been funded, by which donors, funding modalities, criteria and assess the relative effectiveness of chosen funding modality considering possible funding. - Establish a list of possible donors and funders for MDE, their funding criteria and timeline for submission of proposals, as well as contact details. - Assist in the consultation with partners and donors who have been identified. - **Contribute to the maintenance of communication and outreach channels** - Contribute to the revision and update of UNESCO website, social media, and other communication and information products related to the areas handled by the Advisor in consultation with CI/EO’s communication officer. - Contribute to the establishment of mailing lists, development of forms and templates for design of databases, and carry out other tasks related to information and data management, to be implemented in cooperation with UNESCO staff responsible for web development, communication, and information. - **Perform other relevant to the project management, administrative and financial tasks** - Monitor and ensure accomplishment of logistic and administrative tasks for the organization of meetings, online consultations, and other events. - Monitor commitments, expenditures, contract deadlines, amendments, payments, and other budget-related needs in the concerned areas, to ensure timely performance of these duties and high implementation rates. Long Description ---------------- **Deliverables:** • Monthly reports **COMPETENCIES (Core / Managerial)** ------------------------------------ Accountability (C) Communication (C) Innovation (C) Knowledge sharing and continuous improvement (C) Planning and organizing (C) Results focus (C) Teamwork (C) **-** ----- For detailed information, please consult the [UNESCO Competency Framework](https://en.unesco.org/sites/default/files/competency_framework_e.pdf). **REQUIRED QUALIFICATIONS** --------------------------- ***Education*** - Advanced university degree (Master’s or equivalent) in communication and information sciences, journalism, media, broadcasting, or public information. ***Work Experience*** - At least 5 years of progressively responsible professional experience in the field of communication and information, media, broadcasting, or public information, in particular areas related to media development, pluralism and diversity. - Minimum 2 years’ experience in project management and implementation related to communication and information, particularly related to the Public Service Broadcasting and Community Media development. - Experience in Results-Based Management and Results-Based Budgeting of projects. - Track record of professional experience acquired in international organizations. ***Skills/Competencies*** - Excellent analytical skills, including ability to produce and/or interpret statistics and data. - Proven expertise writing concise studies documents for international organizations, and develop and summarize concise information on complex issues, excellent drafting skills paying close attention to detail, reference sources, quotes, and evidence-based recommendations. - Solid computer skills including advanced knowledge of office software such as Word and Excel, Microsoft Teams Forms, Adobe products, etc. - Good competences to manage social media content and platforms, as well as to track information online, including data on webcasting, live streaming connections, social media channels (downloads, hits, video and audio plays, unique page views, etc.). - Excellent verbal communication skills. ***Languages*** - Excellent knowledge of English (oral and written). - Good knowledge of French. **DESIRABLE QUALIFICATIONS** ---------------------------- **Work Experience** - Experience with UNESCO and/or the United Nations system and demonstrated understanding of their functioning and procedures will be considered an asset.Familiarity with work done by UNESCO including internal financial, administrative, and communication and information systems. - Familiarity with international cooperation mechanisms such as the international days, events, and other international cooperation modalities. **Skills/Competencies** - Knowledge of graphic design, multimedia or audio and visual productions (use of Illustrator, InDesign, QuarkXPress, Affinity Publisher, Premiere Rush, Quik, Hindenberg Journalist Pro et / ou autres), and competencies to assess external multimedia deliverables. - Ability to establish and maintain effective working relationships in multicultural environment with external and internal partners. - Excellent organization and planning skills, including the ability to organize own work priorities and deadlines, take ownership of assigned duties and tasks, and work independently towards their completion. - Discretion and maturity of judgement are required.
