OVERALL OBJECTIVE

Evaluate the measles vaccination coverage arising from the planned campaign that will take place first week of July 2024 in all 15 regions of Liberia.

SPECIFIC OBJECTIVES :

ü Determine immunization coverage with Measles vaccine by county.

ü Determine the number of zero-dose children vaccinated during the campaign

ü Determine the number of zero-dose children non-vaccinated during the campaign

ü Determine the main reasons for non-vaccination.

ü Identify the main information channels the parents / care givers gets their information.

ü Determine AEFI cases following vaccine administration;

PURPOSE OF THE CONSULTATION

ü The technical assistant will be responsible for the development of the protocol according to the new WHO guidelines on cluster sampling vaccine coverage surveys, data collection, data entry, editing, data analysis and production and the report of the survey.

TASKS

Under the supervision of the WHO EPI focal point and in close collaboration with the EPI and the other partners, the technical assistant will have for main tasks to support:

ü The development of the survey protocol.

ü The data collection.

ü Technical management and analysis of survey data.

ü Drafting the final survey report focused on the results obtained from the survey.

ü Make relevant recommendations and activities to ensure better immunization coverage in future at all levels.

ü Organize the debriefing at the national for reporting the results of the survey.

EXPECTED DELIVARABLES

A detailed report of the results of the post-campaign vaccination coverage survey determining: • Immunization coverage with measles vaccine • Cases of AEFI following vaccine administration • The main reasons for non-vaccination; • The main information channels of the population are identified in the districts concerned;

QUALIFICATIONS OF THE CONSULTANT

The consultant will be available full time for 1 month. The person who will be responsible for the survey should have the following qualifications:

- Doctorate in Epidemiology / Medicine / Public Health / Health Statistics / Bio Statistics - Have proven experience in post-campaign coverage surveys, EPI coverage, EDS or MICS - Knowledge of vaccination systems and their functioning - Mastery of the English language - Good knowledge of the United Nations system and / or other technical and financial partners; - Have a perfect mastery of the computer tool (Word, Excel, Powerpoint, database); - Have a mastery of at least one software for the analysis of statistical data (SPSS, STATA, SAS or others). - Availability during the desired period

DURATION AND PLACE OF ASSIGNEMENT

The consultation will be for 1 month: July 15th to August 15th, 2024, with a possibility of extension up to one month at the request of the WHO country office The level of recruitment is P4, with a salary of US $ 9000 per month. The consultant's duty station will be Liberia and will receive the perdiem applicable to Liberia and return air ticket as per the WHO applicable regulations.

Education (Qualifications):

Essential: Doctorate in Epidemiology / Medicine / Public Health / Health Statistics / Bio Statistics

Desirable: Have proven experience in post-campaign coverage surveys, EPI coverage, EDS or MICS

Experience: Knowledge of vaccination systems and their functioning.

Essential: At least five (5) years of progressively responsible professional experience in post-campaign coverage surveys, EPI coverage, EDS or MICS Professional experience in providing technical advice and services to national counterparts and other partners in conducting post Measles coverage survey

Desirable: Experience working with partners or government counterpart in conducting post measles campaign coverage survey

Languages:

Essential -Very good knowledge of English

Desirable -Working knowledge of another WHO official language would be an asset.

Other Skills (e.g. IT):

1) Excellent knowledge of Microsoft Office Software applications (Microsoft Word, Excel, PowerPoint, etc and other database software)
