Purpose / Project Description:

Mercy Corps implements a variety of programming throughout the Middle East in response to the diverse humanitarian and long-term development needs of the region. Mercy Corps has ongoing programs in Syria, Yemen, Iraq, Jordan, Lebanon, and Palestine. Mercy Corps is committed to delivering high quality, high impact programming that reaches communities or individuals in need, wherever they are. The technical support unit provides support on a range of topics, including Market Systemd Development, for the Middle East, Europe, and the broader global portfolio.

Consultant Objectives:

  • Engage donors and support business development for market systems development projects in the Middle East and Europe with the potential to extend to other regions
  • Increase regional capacity to implement quality MSD programmes n the region by providing technical support and training to key stakeholders
  • Contribute to research and learning as it relates to market systems programmes globally and feeding into the Middle East Research and Learning agenda, in collaboration with country teams

Consultant Activities:

The Consultant will conduct the following activities:

  • Support country teams with engagement to donors to increase awareness and interest in MSD, including inputs on concept notes, proposals, donor presentations, strategy documents and research
  • Provide technical support, training, and advice to country programmes with plans to implement MSD activities in their portfolio. This includes advice on assessments, feeding into intervention design, or capturing learnings
  • Support the development of MSD Arabic training and resources
  • Support the onboarding of new team members on MSD programmes, ensuring they are connected with relevant contacts in the Global TSU, as well as global MSD tools and resources
  • Contribute with the country and regional teams to the newly developed Middle East Research Agenda that will incorporate learnings and adaptations from country programs.
  • Document program learning and impact through case studies, learning briefs, presentations, and other relevant formats

Consultant Deliverables:

The Consultant will develop the following deliverables.

  1. Refined and improved concept notes, proposals, and donor presentations.
  2. Training modules and materials for country programs on MSD best practices.
  3. Recommendations for assessments, intervention designs, and knowledge capture.
  4. Documented inputs and contributions to the Middle East Research Agenda.
  5. Completed learning documents

Timeframe / Schedule:

Estimated LOE is 25 days between February - August 2024

The Consultant will report to:

Regional Technical Director and Director, Market Systems

The Consultant will work closely with: Deputy Regional Director, Regional Technical team, Regional PaQ team, Country Directors, Director of Programs, Program Managers, Global Economic Opportunity Teams

Required Experience & Skills:

  • Bachelor’s degree required. Formal training in Market Systems Development or M4P preferred.
  • 5-7 years of experience in international development work, with a minimum of three years in a program management or technical advisor role, including proposal design.
  • Minimum of 2-3 years of experience in Market Systems Development technical work -including experience with program design, partnership building, technical advising, and/or learning and research.
  • Experience working in fragile contexts and humanitarian settings preferred.
  • Strong writing skills required.
  • Strong presentation and representation skills required.
  • Fluency in English required.
