  1. Purpose of the Consultancy

The overall purpose of the consultancy is to develop an engagement plan for priority antimicrobial resistance (AMR) stakeholders by mapping national and regional AMR stakeholders.

  1. Background

Antimicrobial Resistance is recognized as a global problem with significant health and economic dimensions. WHA through its Resolutions WHA68.7 in 2015 and WHA72.5 in 2019 urged upon all countries to develop their respective national action plans to combat AMR in alignment with the WHO Global Action Plan that was endorsed by the WHA. Both resolutions also called upon WHO to assist Member States in drafting of their national action plans and subsequent implementation. WHO has been supporting several countries in the region to achieve this objective.

Most countries in the region have developed multi-sectoral AMR National Action Plans (NAPs) using the One Health approach, and many have national legislations to control antimicrobial use. However, implementation at scale is a significant challenge, compounded by a lack of awareness, resources, capacity and incentives to change behaviours. Collaboration between sectors is required to ensure strategies address the need and constraints of each sector to bring sustainable change. Coordinated actions on AMR at global, regional, national, and local levels will contribute to achieving several Sustainable Development Goals (SDGs), including those that relate to human health, food security, clean water and sanitation, and responsible consumption production.

Accordingly, the Tripartite global collaboration on AMR (FAO, WHO, OIE) are developing the regional AMR Multi-Stakeholder Partnership Platform to strengthen collaboration within tripartite at regional level and to engage national and regional stakeholders in the Platform. A consultant is required to assist EMRO to identify and map current national and regional stakeholders working on AMR and to develop an engagement plan for priority stakeholders in the region, with a view to identifying prospective platform members.

  1. Planned timelines (subject to confirmation)

25 working days between 15 November and 31 December 2021.

  1. Work to be performed

Output 1: Map current national and regional AMR initiatives and stakeholders implementing activities and interventions (including surveillance, technical cooperation, research, advocacy, communication, capacity

building and others) aligned with the Global Action Plan against AMR in EMRO.

Deliverable 1.1: A report of the existing AMR stakeholders and initiatives mapping.

Output 2: Organize the distribution, collection and compilation of the AMR stakeholders survey in the region, in collaboration with the three-levels secretariat of the Tripartite (WHO, FAO and OIE) organizations

Deliverable 2.1: implementation of the human health part of the AMR stakeholders mapping survey in the region

Deliverable 2.2: Compiled report of the results of the survey

Output 3: Develop regional stakeholders’ engagement plan, with a view to identifying prospective platform members

Deliverable 3.1: A draft of the regional stakeholders’ engagement plan, with a view to identifying prospective Platform members

  1. Specific requirements

- Qualifications required: Minimum first university degree for lower end of range, an advanced university degree for mid and high end of range in public health, epidemiology and surveillance, infectious disease, laboratory sciences, microbiology, or other health related fields.

- Experience required: 5 to 10 years of experience in any medical related field e.g. Infectious diseases, public health, epidemiology or others.

preferably in an international agency. Prior experience in conducting stakeholder mapping and/or engagement plans. Knowledge of research and practice issues around antimicrobial resistance and national AMR action plans

  • AMR related publications is highly desirable

- Language requirements:

Excellent knowledge of English. Excellent report writing skills in English and meet tight deadlines

  1. Place of assignment

The consultant will be working mainly from his/her place of residence.

  1. Medical clearance

The selected Consultant will be expected to provide a medical certificate of fitness for work.

  1. Travel

If the Consultant is expected to travel, separate TR will be issued accordingly.

All travel arrangements will be made by WHO – WHO will not be responsible for tickets purchased by the Consultant without the express, prior authorization of WHO. While on mission under the terms of this consultancy, the Consultant will receive subsistence allowance.

Visas requirements: it is the consultant’s responsibility to fulfil visa requirements and ask for visa support letter(s) if needed.
