..Background

Lao PDR aims to achieve universal health coverage as defined in the 9th National Health Sector Development Plan (HSDP) (2021-2025). At the core of this ambitious drive is the Essential Health Services Package (EHSP), delivered across the country through its network of public health facilities. Recognizing the importance of quality of care in improving health outcomes, the MoH adopted the Quality Health Care (QHC) Policy “Five Good One Satisfaction” in 2016 to embed quality at the core of further expansion of EHSP.

The activities to implement the 5G1S policy includes:

• Developing and updating quality standards in healthcare facilities • Developing a hospital accreditation scheme based on the quality standards • Disseminating the quality standards for health facilities to facilitate quality assurance activities at the facility level • Conducting external assessments at health care facilities against the quality standards • Supporting in developing and implementing quality improvement plans for healthcare facilities

Meanwhile, the RMNCAH committee has implemented quality assessment and implementation support at health facilities as part of QHC activity in the MOH. This activity includes 1) data collection on the readiness and the quality of maternal and child health services, 2) on-site data analysis and data-driven action planning, and 3) national and subnational-level action plan development.

The WHO has been supporting the MOH the quality improvement activities, providing both technical and financial assistance.

The consultant is expected to support the MOH in managing tools and data for quality improvement actions.

Deliverables

Method(s) to carry out the activity

  • Support the MOH in maintaining the tools, both paper-based and digitized, related the quality assessment activities.
  • Communicate with the Health Information team in the MOH to update data collection tools in the National Health information system, DHIS2.
  • Support the assessment team in collecting the data using the DHIS2 application.
  • Support the MOH in managing the data to ensure that all data is appropriately stored in the DHIS2.
  • Support the MOH in analyzing the data.
  • Evaluate the data quality and provide appropriate feedback to relevant departments to resolve issues.
  • Translate documents
  • Conduct any other duties as assigned by WHO supervisor

Output 1: Assist the MOH to manage the data collection tools Deliverable 1: A set of the latest tools for the data collection

Output 2: Assist the MOH to manage the data collected by the assessment Deliverable 2: A set of the data collected during the quality assessment

Output 3: Assist the MOH to analyze the data quality of the assessment data Deliverable 3: A summary report of the data quality management

Qualifications, experience, skills and languages

Qualifications required:

Essential University degree in health-related areas or data science

Experience required:

Essential Minimum of 2 years of relevant professional experience in data management, preferably in health care area

Desirable

Experience of working with DHIS2 is preferred

Skills / Technical skills and knowledge: - Profound knowledge in data management - Strong knowledge and skills in Microsoft products and a statistic software (i.e., MS Word, Excel,Powerpoint, etc.) - Strong knowledge in computer programming

Language requirements:

Essential - Fluency in English

Desirable - Fluency in Lao

On-site: Vientiane Capital

Travel

The consultant may be required domestic travels for fieldwork in provinces

Contract duration

Start date: 15 December 2023 End date: 15 November 2024
