Title: Consultant for Development of Malaria Social and Behaviour Change Communication Strategy for National Malaria Strategic Plan (2021-2025)

Proposed grade: NOC

Expected Duration of Consultancy: 2 months, non-renewable

  1. RATIONALE: Scope of work and context in which work will be undertaken.

The National Malaria Control Programme is in the process of developing a the National Malaria Strategic Plan (MSP)2021-2025 to replace the just expired strategic plan that covered the period 2016-2020. The Ministry of Health and Child Care (MOHCC) National Malaria Control Programme recognizes that human behaviour is a key determinant in malaria prevention, control, and elimination. Malaria Social and Behaviour Change Communication (SBC) becomes an important and integral part of malaria control and elimination programme and a malaria SBC strategy is always developed to facilitate uptake of the strategies articulated in the (NMSP). The current COVID-19 pandemic also makes the malaria SBC even more critical as there is need to raise community awareness on similarities and differences between COVID-19 and malaria.

How does the work fit in to the work of the program/unit

The WCO Malaria programme seeks to provide leadership and ensure action in improving access to, and coverage of, quality essential malaria control and elimination services. This will be achieved through leading a comprehensive, integrated, multisectoral and resilient national health systems and relevant systems in national non-health sectors and priority communities to ensure whole of society approach to malaria including the delivery of quality, people centred, and integrated essential packages for the prevention, control and elimination of malaria towards attainment of Universal Health Coverage (UHC) in collaboration with partners. This includes engagements with partners; providing guidance in the development, implementation and monitoring of policies, strategies and plans for the elimination of malaria;

Purpose of the Consultancy

WHO Zimbabwe is looking for a national consultant to support the National Malaria Control Programme in leading the process for Development of Malaria Social and Behaviour Change Communication Strategy for National Malaria Strategic Plan (2021-2025).

  1. Expected Assigned Duties/Work to be Performed:

  1. Develop an evidence-based malaria SBC strategy for the MSP 2021-2025 strategic plan tailored to address communication gaps for the different target populations including malaria vulnerable groups
  2. Prepare an inception report and a workplan with clear timelines
  3. Define the scope of the SBC Strategy through a consultative process with NMCP technical working groups, key stakeholders and malaria partners for consensus on communication priorities
  4. Review and analyse research, key documents, and reports to understanding malaria SBC in the country including landscape, past achievement, lessons learnt, best practices, strengths and weaknesses
  5. Define the malaria SBC strategic focus for the next 5 years for the various population groups including vulnerable population groups as defined in the MSP 2021-2025 for both control and elimination areas
  6. Develop a detailed implementation plan with targets and a monitoring and evaluation plan including the COVID-19 and malaria issues
  7. Draft the SBC Strategy and present it to the NMCP Management, key stakeholders and SBC subcommittee for validation and for approval after necessary revisions.

    • The draft SBC strategy should have clear:
    • behavioural and communication objectives consistent with objectives laid out in the MSP 2021-2025
    • Advocacy strategies to sensitize policy and decision makers and key influencers at all levels towards building/reinforcing an enabling environment for malaria control and elimination
    • strategies for control and elimination including strategies for gender inclusion and for reaching the vulnerable populations

  8. Make viable recommendations on operational strategies in the areas of advocacy, participatory communication, social mobilization and behaviour change and on appropriate materials and media to reach target audiences in diversified contexts.

Deliverables

Inception

  • An inception report outlining the steps and methodology to be used in developing Malaria Social and Behaviour Change Communication Strategy

    1st Month

  • Draft Malaria SBC strategy with key messages per target group and detailed implementation plan

    2nd month

  • Final Malaria SBC strategy with key messages per target group, detailed implementation plan, targets and a monitoring and evaluation plan

  1. Technical Supervision:

Reporting directly to the MOHCC NMCP program Director, the Officer will work closely with cluster lead for communicable and non-communicable diseases under the guidance of the WR

  1. Specific Requirements:

Required Language:

  • Expert knowledge of both written and spoken English

Desirable Language:

  • Fluency in at least one local language

Required Education:

At least Master’s in public health/Health Promotion/Social Sciences or related fields (social marketing, digital technologies, and strategic management).

Required Experience

  • At least 5 years work experience in the development, planning and management of social development programmes, with practical experience in the adaptation and application of communication strategy development processes
  • Experience in working in public health programs. Knowledge and understanding of the malaria ever changing landscapes is an added advantage

Desired Experience

Proven experience in Public Health, Health Promotion, and related fields (community mobilization, social marketing, participatory communication and digital technologies, strategic management) and should be to use of communication theories and models during the development of the strategy
