ORGANIZATIONAL CONTEXT

Given the complex environment in Zimbabwe, including the current L2 emergency operations, impact of El Nino phenomenon in a politically and economically fragile situation, as well as the interim status of the new WFP Zimbabwe 5-year Country Strategic Plan, the Donor Relations, Communications and Reports unit is key to the success of a ‘new’ WFP in country that seeking to transition from emergency food assistance to a more diversified portfolio that focuses on technical assistance and service provision to the government and partners.

Equally so, additional capacity to roll-out and scale up new initiatives and partnerships such as the R4 Rural Resilience initiative, urban assistance programme and Zimbabwe Idai Recovery Project are of fundamental importance are constituting a crucial part of the backbone of the WFP Zimbabwe shift under its Country Strategic Plan.

Given the level of responsibility as a Head of Unit as well as the technical and strategic support necessary under the roll-out of these new initiatives, these Terms of Reference warrant an experienced consultancy with deep knowledge of WFP’s business process and the changing transformational agenda.

JOB PURPOSE

KEY ACCOUNTABILITIES (not all-inclusive)

Under the direct supervision of the Country Director, the incumbent will be responsible for the following duties:

Manage a team of at least three people to support the execution of donor relations, reporting and support communications responsibilities of the CO. Participate in strategic programme discussions on the planning of partnerships to inform donor relations activities. Prepare and provide regular information to educate new and potential donors on the strategy, design, relevance and impact of WFP programmes, and to advocate the work of WFP, including on the area of partnerships in collaboration with the programme partnership focal point. Develop, maintain and update an appropriate resource mobilization work plan which implements the corporate partnerships strategy, in order to maintain and enhance the visibility and reputation of WFP, and support fundraising activities, ensuring alignment with WFP strategy. Plan, manage and evaluate advocacy campaigns that favorably impact the views of the public, opinion leaders and donors in order to raise WFP’s profile and support fundraising activities, including to promote awareness of and support fundraising for the Partnerships functional area as well as the creation of strategic partnerships/alliances. Build capacity of WFP staff on all aspects of donor advocacy, providing advice, guidance and, when requested, training, to ensure consistent, quality advocacy activities that deliver the desired impact. Manage a portfolio of donors including regularly updated donor profiles, soliciting contributions, providing donor stewardship, and analyzing results, in order to maximize resources raised for activities and partnerships. Coordinate as needed with the programme partnership focal point

OTHER SPECIFIC JOB REQUIREMENTS

General knowledge of UN system policies, rules, regulations and procedures governing administration. resourcefulness, initiative, maturity of judgement, tact, negotiating skills; Ability to communicate clearly both orally and in writing; Ability to work in a team, and establish effective working relations with persons of different national and cultural backgrounds. DESIRED EXPERIENCES FOR ENTRY INTO THE ROLE

A minimum of 5 years of progressive experience in development, partnerships, donor relations or reports. Extended experience in developing development / resource mobilization plans and strategies. Good analytical skills; experience in design management and using dedicated graphics and communications software, such as templates and systems used by WFP and web content management system; sound knowledge of advanced Microsoft software package; experience in using various integrated

STANDARD MINIMUM QUALIFICATIONS

Master’s degree in development, international relations, public policy, information management, communications or other relevant field. Specialized technical background on web platforms and donor relations management tools.
