You have:
- An advanced university degree, Master, in Law, International Politics or related field is required
- At least 17 years of work experience in the field of international and multilateral affairs, particularly in policy advisory roles, preferably in sanctions policy research and advocacy
- Solid understanding of the UN context is desirable
- Fluency written and oral in English is required
Result of Service The consultant will contribute to the work of the task team pursuant to the Memorandum of Understanding (MOU) between the United Nations and the Russian Federation.

Duties and Responsibilities In March 2022, the United Nations Secretary-General has established a Global Crisis Response Group on Food, Energy and Finance in the UN Secretariat, urging all countries to keep markets open, resist unjustified and unnecessary export restrictions, and make reserves available to countries at risk of hunger and famine. On 22 July 2022, the United Nations Secretary-General, as part of his plan to alleviate global food insecurity by bringing stability to global food markets by facilitating access to agricultural products including fertilizers and raw materials required to produce fertilizers (including ammonia), originating from the Russian Federation, signed a Memorandum of Understanding between the United Nations and the Russian Federation
Under the responsibility of the project officer of UN Task Team, the consultant will be develop the following tasks:
In this context, UNCTAD will need the services of a consultant to: - Provide general advice, counsel, and guidance on how sanctions laws and regulations impact the work of the task team pursuant to the Memorandum of Understanding (MOU) between the United Nations and the Russian Federation. - Offer policy recommendations based on strategic analysis, as requested, in support of the task team and its working groups. - Track and monitor legislative and political developments in the US, UK and EU which impact the implementation of sanctions obligations and provide guidance to the team. - Develop and maintain a strong understanding of the relevant sanctions’ regimes and advise the task team as necessary. - Provide guidance on international banking and payment mechanisms which may be relevant to the activities undertaken by the task team on the implementation of the MoU. - Analyze relevant data and provide expert counsel to the Team as necessary in the context of the MoU - Facilitate and convene meetings, as appropriate, with key stakeholders in the U.S., UK, and EU to discuss implementation of the MOU and related activities. - Organize meetings, and provide legal advice, as appropriate, with private sector and industry representatives in connection with implementation of the MOU and related objectives. - Provide any other advice, counsel, policy recommendations, and reporting, as necessary or requested by the Head of the Task Team. - Liaise with other United Nations work streams, as appropriate, and provide information, guidance, counsel, and input on any and all matters relating to the work of the task team and the implementation of the MOU between the United Nations and related agreements
Qualifications/special skills An advanced university degree, Master, in Law, International Politics or related field is required At least 17 years of work experience in the field of international and multilateral affairs. Experience in performing policy advisory roles, preferably in the areas of sanctions' policy research and advocacy is required Solid understanding of the UN context is desirable
Languages Fluency written and oral in English is required.
