You have:
- Advanced University degree related to the field of adult education is required.
- Five or more years of experience with evaluating learning and development needs in international settings.
- Five or more years of experience with UN or other international non-profit organizations; at least two years of experience with UN organizations in Africa.
- Proven capacity to analyse data and prepare reports outlining LNA findings and recommendations is required.
- Proven interviewing, focus group facilitation, data analysis and report writing skills are required.
- Minimum of one year experience using virtual communication platforms such as Zoom or Teams is required.
- Fluency in spoken and written English is required; knowledge of French is an advantage.
Result of Service The expected outcomes of this L&D project: - Identification of priority technical learning and development needs for ECA staff, which will contribute to ECA positioning itself as innovative and agile think tank as well as employer of choice in Africa. - Identification of cross-cutting development interests of staff - Identification of diversity programs with an emphasis on gender parity and disability inclusion. - Development of a learning catalogue for 2022 which provides relevant professional development and growth opportunities for ECA staff as steppingstone for career progression.

Duties and Responsibilities ECA’s mission is to deliver ideas and actions for an empowered and transformed Africa, informed by the 2030 Agenda and Agenda 2063. The mission is guided by five new strategic directions, which include advancing ECA’s position as a premier knowledge institution that builds on its unique position and privilege to bring global solutions to the continent’s problems and take local solutions to the continent.
To achieve positioning as an innovative solution-oriented thinktank, ECA needs to maintain momentum as a dynamic learning organization, ensuring that staff is equipped with the knowledge and skills to achieve the organization’s mandate. Strategic learning and development planning are essential for this aim.
The Organizational Development Unit (ODU) operates under the Chief of Human Resources. The unit is tasked to spearhead a comprehensive Learning Needs Assessment in preparation for ECA 2022 training planning and the timely release of the corresponding annual L&D catalogue. The consultant will play a key role for achieving the timely completion of this project. The LNA process will be based on triangulation, involving the analysis of online survey findings, interviews with Director-level leaders and their deputies as well as focus groups held virtually with national and international staff from various divisions and of various levels.
Detailed requirements are;
Week 1 Prepare and launch an online survey targeting all staff Prepare and launch an online survey for managers Prepare strategic focus group and interview questions.
Week 2 Facilitate four focus groups with logistical and planning support of the ODU Analyze focus group data Prepare interview schedule in consultation with stakeholders.
Week 3 Interview approximately 17 Directors and their deputies (approximately 38-40 interviews of 30 minutes each). Analyze survey data
Week 4 Interview data analysis Prepare LNA report, identifying evolving strategic priorities. Collaborate with Chief ODU on the preparation of a draft L&D strategy. Consult on the structure for 2022 catalogue.
Week 5 Draft the 2022 Learning & Development Catalogue in consultation with the ODU Team, meeting design standards which are equivalent or better than the 2020 catalogue. Report back in weekly review meetings
Qualifications/special skills Academic Qualifications: Advanced University degree related to the field of adult education is required. A first-level university degree in combination with two additional years of qualifying experience may be accepted in lieu of the advanced university degree. Experience: Five or more years of experience with evaluating learning and development needs in international settings. Five or more years of experience with UN or other international non-profit organizations, preferably including at least two years of experience with UN organizations in Africa is required. - Proven capacity to analyse data and prepare reports outlining LNA findings and recommendations is required. - Proven interviewing, focus group facilitation, data analysis and report writing skills is required. - Minimum of one year experience using virtual communication platforms such as Zoom or Teams is required. - Proficient with recording technology for virtual dialogue processes is also required. Language: Fluency in spoken and written English is required. Knowledge of French is an advantage.
