The revision of the NSHDP II is expected to be guided by the reviews of the Plan so far, particularly the MTR, which assessed progress of implementation, effectiveness, efficiency and relevance, and identified bottlenecks and lessons from the implementation. In addition, this revision would leverage the reflections and lessons from disruptive public health events such as the ongoing COVID-19, and renewed momentum of using PHC approach to accelerate progress towards UHC, to inform a more relevant and fit for purpose national strategic health development plan. This would include an appraisal of recommendations from NSHDP Annual and Mid-term reviews, and inter- and intra-sectoral strategies and plans analyses. • Setting up a Steering Committee (multi-sectoral and multi-disciplinary group of stakeholders, under the leadership of FMoH), a Core Team responsible for organization of NSHDP II revision, and a Technical Working Group that will actually carry out the revision of the plan. A Lead Consultant and two other National Consultants are to be hired to support the technical work involved in revising the plan. • Stakeholder consultations at various points of the revision processes The Lead Consultant will also support the onboarding and supervision of Federal and States Consultants involved in the revision of the Federal and State strategic plans.
