The Department of Management (MT) provides a ‘platform of services’ that serves as a foundation for the successful delivery of the IAEA’s scientific and technical programmes. Its mission statement is as follows: “MT is a partner and a business enabler that champions change and efficiency, leveraging a common purpose”. Thus, among other support activities, it assists a scientific manager in recruiting the right expert, helps a technical officer coordinate the purchase of radiation equipment, and ensures that all Board documents are translated and distributed on a timely basis to Member States.

The Division of Information Technology provides support to the IAEA in the field of information and communication technology (ICT), including information systems for technical programmes and management. It is responsible for planning, developing and implementing an ICT strategy, for setting and enforcing common ICT standards throughout the Secretariat and for managing central ICT services. The IAEA's ICT infrastructure comprises hardware and software platforms, and cloud and externally-hosted services. The Division has implemented an IT service management model based on ITIL (IT Infrastructure Library) and Prince2 (Projects in a Controlled Environment) best practices.

The Infrastructure Services Section (ISS) is responsible for implementing, maintaining, and administering the ICT systems and services for high availability; designing, implementing, and operating IT security services; and managing the data centre. The platforms include Microsoft Windows servers, Linux servers, Oracle EBS infrastructure, data storage, and transmission networks, serving more than 2500 staff, as well as over 10000 external users around the world. The Section includes three Units: Network and Telecommunications, Enterprise Systems, and Security Systems.

Main Purpose

The purpose of the consultancy is to provide technical expertise to the operations and maintenance of MTIT's server and storage infrastructure, and virtualization infrastructure. Under the supervision of Unit Head, Network & Telecommunications Unit (NTU), the Virtual Infrastructure (VI) Management Team is responsible for the operations and management of physical and virtual server infrastructure, and storage infrastructure of the Management Technology & Information Technology (MTIT) Division. The VI Team is governed jointly by Physical & Virtual Server Infrastructure Team Lead and Storage & Cloud Infrastructure Team Lead. The consultant will provide expertise to the VI Management Team as resource technician in day-to-day operational tasks of physical and virtual infrastructure, storage infrastructure, and any relevant tasks within this scope. The consultant will ensure physical installation, configuration, maintenance, inventory control and on-site coordination with external stakeholders. If necessary, he/she will be required to perform assigned tasks off-hours, off-site, and on the weekend. This is a hands on role where physical work will be a component (eg server installation, racking etc).

Functions / Key Results Expected

The consultant's 's deliverables include: Server and Storage Infrastructure Operations Management (35%), Virtual Infrastructure Operations Management (35%), and other technical tasks (30%).

Server and Storage Infrastructure Operations Management:

• Commission and decommission physical servers and storage hardware; • Monitor, maintain and report physical server health using vendor and third party management tools; • Perform specialized operational and system administration tasks, troubleshooting, problem solving and incident resolution for server & storage infrastructure; • Provide second level technical advice for the IT Service Desk within agreed Service Level Agreement (SLA) time frames.

Virtual Infrastructure Operations:

• Provisioning Windows and Linux virtual servers following Server Provisioning Standard Operating Procedures (SOP);

• Monitoring and reporting as required; • Participate in day-to-day operational tasks such as extending disks, connecting to virtual networks, creating storage., etc.; • Updating and maintaining SOPs related to virtual infrastructure operational tasks; • Ability to create, run and maintain scripts for automated tasks and identify opportunities for automation.

Technical Operations:

• Proactively and report licensing for physical & virtual Infrastructure, and storage infrastructure; • Communicate with hardware vendors to co-ordinate work and manage support case; • Maintain inventory records ensuring accuracy; • Create and provide regular or on-demand reports.

Qualifications and Experience

• A first level university degree in Computer Science, Information Technology or related field. A high school diploma with additional 4 years of relevant work experience in Computer Science, Information Technology or related field will be considered in lieu of the university degree.

• Minimum 5 years of progressive experience in HPE server and storage hardware technologies, installation, configuration, maintenance & monitoring, and administration is essential.

• Certificate in server and storage hardware technologies especially HPE and/or Cisco hardware technologies is highly desirable. • Certificate in IT Service Management such as ITIL is desirable.

• Good oral and written command of English. Knowledge of other official IAEA languages (Arabic, Chinese, French, Russian and Spanish) is an asset.

Remuneration

The remuneration for this consultancy is a daily fee of up to a maximum of € 340, based on qualifications and experience. In case duty travel is required within the assignment, a daily subsistence allowance (DSA) and travel costs are provided. Health coverage and pension fund are the responsibility of the incumbent.
