Background:

The OSCE has a comprehensive approach to security that encompasses politico-military, economic and environmental, human aspects. It therefore addresses a wide range of security-related concerns, including arms control, confidence and security-building measures, human rights, national minorities, democratization, policing strategies, counterterrorism and economic and environmental activities. All 57 participating States enjoy equal status, and decisions are taken by consensus on a politically, but not legally binding basis.

The OSCE Secretariat in Vienna assists the Chairmanship in its activities, and provides operational and administrative support to the field operations, and, as appropriate, to other institutions.

The Office of the Co-ordinator of OSCE Economic and Environmental Activities (OCEEA) deals with economic and environmental issues, operating under the premise that promoting economic prosperity and co-operation on environmental problems can contribute to international security and stability. The OSCE’s role is twofold: a) to monitor economic and environmental developments among participating States, and alert them to any threat of conflict, and b) to facilitate the formulation of economic and environmental policies and initiatives among participating States, to promote security.

Objective of Assignment:

Based on the request of the Ministry of Justice of Armenia received in 2019 to support the implementation of the anti-corruption reform in the country, the OSCE’s Office of the Co-ordinator of OSCE Economic and Environmental Activities (OCEEA), together with the Ministry of Justice of the Republic of Armenia, launched the OSCE extra-budgetary project on “Strengthening anti-corruption reform in Armenia” aimed at establishing and reinforcing national anti-corruption institution(s) with adequate human and technical resources to foster the country’s good governance and anti-corruption reforms. The project has focused on targeted policy, expert, advocacy, and capacity-building assistance in establishing anti-corruption institutions in Armenia that has produced tangible results in 2019, 2020, and 2021. Since 2021, the OCEEA continued with the implementation of the project and focused on enhancing the operational capacities of the Anti-Corruption Committee (ACC) that was established and assumed its duties in the late fall of 2021.

In 2022, to support the implementation of the project, the OCEEA/EGU requires technical support and sound professional expertise in the field of internal and external IT networks as well as specific knowledge of the Armenian context, to successfully engage national authorities. Accordingly, in March 2022, the ACC has requested the OSCE support to hire a local IT expert to assess and advise on options both for the ACC’s internal IT network and to review requirements for the ACC, including legal and regulatory requirements to have access to databases of other government agencies.

Duration of Assignment: 56 working days

Tasks and Responsibilities:

Under the co-ordinating role of the OCEEA Senior Economic Adviser and the project team, the expert/consultant will be tasked to:

  1. Identify and evaluate options for establishing a modern and efficient internal IT system within the ACC;
  2. Specify in detail the steps and timeline required to establish such system(s) and the resources (human, technical, financial) required;
  3. Identify what training would be required for the ACC staff to competently use the new system;
  4. Identify and evaluate options concerning ACC access to relevant databases;
  5. Familiarize him/herself with existing reports (OSCE. UNDP) covering the legal and technical aspects of setting up internal and external IT systems and access to databases;
  6. Identify the resources (human, technical, financial) which ACC would require in order to benefit from the above options and compare the resources required for ACC to establish and administer a new database access system with the lesser resources that would be required to establish access to the existing system.

Necessary Qualifications:

  • Second-level university degree in IT management, computer sciences, computer engineering or relevant discipline;
  • Proven capability to develop, implement and deliver IT strategy for large organizations;
  • In-depth understanding of the internal dynamics, workings and environment of government organizations in Armenia, including the legal basis for regulation of documentary and information flow both within and between government departments;
  • Knowledge of Armenian legislation and practice regarding cooperation and information sharing between law enforcement agencies;
  • Proven knowledge of the current situation regarding access to government databases by the security and justice sector agencies in Armenia and familiarity with the various databases to which ACC requires access;
  • Minimum 6 years of experience in the area of analyzing, designing and implementing IT systems, both within large organizations and across government departments;
  • Previous experience with the OSCE will be an asset;
  • Professional knowledge of the Armenian language; working knowledge of English and/or Russian is desirable;
  • Demonstrated gender awareness and sensitivity, and an ability to integrate a gender perspective into tasks and activities;
  • Ability and willingness to work as a member of team, with people of different cultural, and religious backgrounds, different gender, and diverse political views, while maintaining impartiality and objectivity.

Remuneration Package:

Remuneration will be based on the selected consultant's/expert's qualifications, experience, the tasks and deliverables for this position and in accordance with the OSCE established rates.
