You have:
- Advanced degree (Masters or equivalent) in economics, sociology, education or related field from an accredited educational institution.
- At least 10 years of professional experience working in education M&E and data management.
- Expertise in education sector policy, planning and management, M&E and education management information systems.
- Outstanding communication skills, with excellent command of spoken and written English.
- At least two continuous years of relevant international experience outside the country of which the candidate is a national or holds citizenship, a passport, or national identity card.

Expected duration The expected start date of the consultancy is 1 March 2022 until 31 May 2022 (3 months), approximately 10 working days per month.
Duties and Responsibilities In accordance with Agency policies and procedures, the consultant will be responsible for the following: 1) Developing the EMIS assessment and analysis work plan: The consultant will conduct an initial desk review of documents describing the Education Programme and its key objectives related to data, monitoring and evaluation. These documents will include the MTS, CMM, other M&E frameworks, previous evaluations related to data usage, as well as documentation of data systems including the EMIS and e-SRS. Based on this initial assessment, the consultant will prepare a document that outlines the plan, timeline, scoring rubric and proposed report structure for the assessment of data management across the UNRWA Education programme. Following review and feedback from UNRWA, the consultant will revise the plan as needed. 2) Implementation of assessment and analysis of UNRWA EMIS: The consultant will conduct the assessment and analysis of EMIS including but not limited to the following methods: i. Further desk reviews of documents describing results of the Agency-wide studies, EMIS documents (e.g. EMIS manuals and EMIS reports), data collection instruments, databases, documents describing relevant UNRWA staffing structures and data review mechanisms, etc. ii. Interviews and / or surveys with responsible personnel, such as M&E and EMIS focal points in HQA and the Fields, team members in the Department of Planning and the Information Management and Technology Department (IMTD), a sample of staff involved in data collection and entry at the school/installation level, or validation/review of data at the area or Field level, etc. iii. Analysis of samples of available data from the EMIS, e-SRS, and RBM for consistency and accuracy, trends, and patterns as both data quality check and evidence for scoring of the assessment. 3) Development and presentation of the UNRWA EMIS assessment and analysis report: Following the assessment and analysis mentioned above, the consultant will write the UNRWA EMIS assessment and analysis report. The report should include the scoring / results of various elements of data management in Education, and recommendations to further develop data management and usage. To illustrate, amongst other issues, the report should touch on the following areas: i. Agency-wide studies: - The integration of sampling for studies into EMIS;
ii. Integration of EMIS: - Internal integration of EMIS (between the student, staff and premises modules); - External integration of EMIS (with other UNRWA systems including FMIS, e-Health, RRIS, etc.); - Recommendation on the possible integration of EMIS and e-SRS and accessing both through a single platform; - Envisioned incorporation of Class Formation development into EMIS; - Roles and responsibilities pertaining to EMIS;
iii. Reporting: - Possible enhancements of EMIS to increase user-friendliness; - Indicator calculations inside EMIS; - Incorporation of Education data with wider Power BI tool; - Envisioned addition of reporting and verification tools.
The expected length of the report is 10-20 pages excluding appendixes. The consultant should also develop a presentation of the key findings of the assessment and analysis and present this on a videoconference call to key Education, IMTD and Planning staff and leadership. Following feedback from the Deputy Director of Education and other Education staff, the consultant will further revise and finalise the report.

DESIRABLE QUALIFICATIONS - Experience in conducting Ed-DQAF. - Experience in the Middle East region and / or similar contexts. - Understanding of the UNRWA / regional context.

Additional Information This position is situated within the UNRWA Department of Education at HQ-Amman. The consultant will work under the direct supervision of the UNRWA Deputy Director of Education and in close coordination with the Head of the Monitoring, Research and EMIS unit and the EMIS Advisor.
