Overview

You have:

  • Master's University degree in development, management, education or related fields.
  • Minimum of 5 years of professional experience in project management in complex emergency contexts.
  • At least two continuous years of relevant international experience outside the country of which the candidate is a national or holds citizenship.
  • Experience with education related projects.
  • Working experience in the Middle East would be an asset.
  • Fluency in English, both written and oral.
  • Knowledge of Arabic is an advantage.
  • Proficiency in computer applications including word processing, spreadsheets and databases.

Result of Service a. Manage the different strands of the EiE programme, in line with the programme agreement. b. Develop and update programme implementation/work plans. c. Monitor and evaluate the performance of the programme in HQ and the Fields. d. Prepare annual and ad-hoc narrative progress reports on the programme, and specifically for the donor. e. Follow up on the implementation of the visibility plan for the programme and develop visibility and advocacy materials for a range of stakeholders. f. Facilitate planning and review meetings with the Fields. g. Manage the budget, including planning, preparing and monitoring annual budgets, keeping accurate and up-to-date accounts and records of the receipts and expenditures of the programme, complying with the financial regulations of the donor and reporting financial records to the donor. h. Provide support to the implementation of other EiE-related grants. i. Provide technical support to the development of EiE materials, tools and frameworks. j. Perform such other duties as may be assigned.

Expected duration - The duration of the consultancy is from 15 December 2022 till 5 October 2023, with possible extension depending on the performance of the incumbent and availability of funds

Duties and Responsibilities BACKGROUND

UNRWA provides free basic education to over 540,000 Palestine refugee children in 702 schools across five Fields in Gaza, West Bank, Lebanon, Syria and Jordan. The Agency also operates eight vocational training centres and two educational science faculties for nearly 10,000 young people.

At the heart of the UNRWA education programme is a strong commitment to quality, inclusive, and equitable education. Working in a context of protracted and complex crises through a multi-strand Education in Emergencies (EiE) approach that considers educational, psychosocial, survival and recreational needs of UNRWA students.

The approach has been reconceptualised recently in response to the COVID-19 crisis and rolled out across all UNRWA Fields. This has involved, among others, ensuring access to education through alternative learning modalities, such as remote or hybrid learning, where face-to-face learning was impeded by school closures, movement restrictions or social distancing measures.

In the context of protracted and sporadic emergencies, UNRWA HQA Amman has received a new grant of 2.4 million euros through the Government of Belgium in support of its EiE programme (October 2022 – October 2023). This is the fourth phase of a regional EiE programme which aims to improve access of Palestine refugee children to safe and secure learning environments, where psychosocial support is provided and where the community is engaged.

Qualifications/special skills MINIMUM QUALIFICATIONS AND EXPERIENCE

a. Masters University degree in development, management, education or related fields. b. Minimum of 5 years of professional experience in project management in complex emergency contexts. c. At least two continuous years of relevant international experience outside the country of which the candidate is a national or holds citizenship, a passport or national identity card d. Experience with education related projects. e. Working experience in the Middle East would be an asset. f. Fluency in English, both written and oral. g. Knowledge of Arabic is an advantage.

Additional Information CONDITIONS OF SERVICE

  • The duration of the consultancy is from 15 December 2022 till 5 October 2023, with possible extension depending on the performance of the incumbent and availability of funds.
  • Remuneration for this consultancy will be equivalent to P3 level.
  • The consultancy will be based in UNRWA HQ in Amman, Jordan with missions to UNRWA Fields of operations, as required
