The UNICEF Mali Country Office is scaling up its Child Protection Emergency Response, with a focus on the provision of life saving services to children affected by armed conflict and on monitoring and reporting (MRM) on grave violations. Consultant technical capacity is required to ensure adherence to the MRM CAAC, the CCCs in Humanitarian Action, the Minimum Standards for Child Protection in Humanitarian Action. Under the management the technical direction and guidance of the Chief Child Protection section the team lead in UNICEF Mali CO, the incumbent will support CO, Country Task Force on Monitoring and Reporting (CTFMR) and implementing partners by providing technical support on child protection in armed conflict.

• Prepare quality and timely analysis and reports on the situation of children affected by armed conflict, including contributions to Security Council-mandated reports, with a focus on the Global Horizontal Note Quarter 4 (September -December 2023), the inputs for the Secretary-General’s annual report on Children and Armed Conflict (2023) and the Global Horizontal Note Quarter 1 (January -March 2024). This includes timely and quality review and analysis of the incident reports and technical support for their finalization for inclusion in the reports and according to the instructions and template provided by the Office of the SRSG CAAC.

• Develop a roadmap to strengthen the monitoring and reporting system on grave child rights violations.

• Map actors present in the country or region, that have a relevant mandate and are able and willing to contribute to the documentation of grave child rights violations.

• Conduct a risk assessment to identify issues of concern and identify mitigation measures.

• Organize and implement capacity-building initiatives for the relevant actors, including delivering trainings.

• Support the MRMIMS+ deployment.

• Support UNICEF/UN’s engagement with all parties to conflict and other relevant actors where relevant, including support to UNICEF Country Representatives and Chiefs of Child Protection.

• Facilitate the functioning of the CTFMR at technical level, and at senior level if required.

• Strengthening collaboration with other UNICEF sections, the UNCT and partners, including to link the monitoring and reporting of grave child rights violations to programmatic responses and advocacy initiatives.

To qualify as an advocate for every child you will have…

Qualifications****:

  • Advanced degree (Master’s or equivalent) in law, political sciences, international
  • relations or other disciplines related to human rights. A combination of relevant academic qualifications and extensive work experience may be accepted in lieu of the advanced university degree.

Work Experience:

  • Proven ability to conduct complex human rights monitoring, documenting and reporting on child rights violations during armed conflict;
  • Minimum fives years of progressively responsible experience in political affairs and human rights monitoring and documentation with a focus on children’s human rights and/or child protection; and
  • 5 years professional experience in the field of Child Protection humanitarian response (armed conflict)
  • Fluency in English and French (verbal and written).
