Result of Service

On 4 November, the General Assembly adopted resolution “Through-life Conventional Ammunition Management” (A/RES/78/47) with broad support. The resolution contains a decision to adopt the Global Framework for Through-life Conventional Ammunition Management (A/78/111) which was elaborated and adopted without a vote by the Open-Ended Working Group on Conventional Ammunition throughout four substantive sessions in 2022 and 2023 with the ultimate aim to address the security and safety risks of conventional ammunition, including diversion and illicit trafficking of ammunition and unplanned ammunition explosions.

The Global Framework focuses on all calibres – small to large – of conventional ammunition and contains 15 objectives covering a range of measures to promote the safety, security and sustainability of through-life conventional ammunition management at every stage from the point of manufacture, through pre-transfer, transfer, relocation and transport, stockpiling and recovery, to their eventual use or disposal. In addition, it seeks to strengthen gender mainstreaming and the full, equal, meaningful and effective participation of women in ammunition management. It also encourages cooperation with relevant stakeholders, including civil society. This instrument recognizes the important role of international cooperation and assistance and lays out a dedicated follow-up and review process for its effective implementation.

The resolution also generates action on the mandates and requests to the Secretariat contained in the Global Framework, including the establishment, under the UN SaferGuard programme , of “an efficient and agile global mechanism for requesting, offering and receiving assistance in through-life conventional ammunition management, including modalities and processes, building upon and strengthening cooperation with other relevant stakeholders” (paragraph 22, Global Framework).

The objective of this consultancy is to conceptualize and support the design and operationalization of an efficient and agile global assistance mechanism for the Global Framework under the UN SaferGuard programme, including its functioning and processes and modalities for requesting, offering and receiving assistance, through a consultative process with relevant stakeholders in international assistance (e.g. donor States, recipient States, UN entities, international and regional organizations, non-governmental organizations and research institutions) and taking into account relevant existing assistance mechanisms at the international, regional and sub-regional level, including good practices and lessons learned.

Duties and Responsibilities

The consultant will be responsible for the conceptualization of options for the design and operationalization of an efficient and agile global assistance mechanism for the Global Framework for Through-life Conventional Ammunition Management under the UN SaferGuard programme, including its functioning and processes and modalities for requesting, offering and receiving assistance. In the elaboration of these options, the consultant will lead and conduct a consultative process with key stakeholders in international assistance (e.g. donor States, recipient States, UN entities, international and regional organizations, non-governmental organizations and research institutions) and take into account relevant existing assistance mechanisms at the international, regional and sub-regional level, including good practices and lessons learned.

Qualifications/special skills

Advanced university degree (Masters’s degree or equivalent) in political science, international relations, law, humanitarian affairs, business administration/management or related field. Minimum 7 years of relevant work experience on conventional weapons and ammunition control, business administration/management, or partnership engagement and resource mobilization Knowledge of international cooperation and assistance mechanisms and resource mobilization related to arms control is required Experience delivering, monitoring or evaluating international cooperation and assistance projects/programmes related to arms control is desired Proven record of analytical, research, writing and communication skills is required Focuses on results for the client and responds positively to feedback Ability to work independently and with minimal supervision Takes responsibility for incorporating gender perspectives and ensuring the equal participation of women and men in all areas of work Ability to work effectively with individuals from all backgrounds

Languages

English and French are the working languages of the United Nations Secretariat. For the consultancy advertised, fluency in English is required. Knowledge of another official United Nations language is desirable.
