Purpose of consultancy
Within the context of the Pacific Health Systems and Policy (PHS), and guided by the Pacific island countries, WHO Cooperation Strategy and as per the WHO’s General Programme of Work (GPW), the purpose of the position is to provide technical support in strengthening intergrated health care service and Primary Health Care within the Pacific island countries (PICs) and areas in the design, management, implementation and capacity development on health care and primary health care development in Pacific Country towards universal health coverage (UHC).
Background
The mission of the PHS is to support Member States in the Pacific to attain universal coverage of health services for better and equitable health outcomes. Health sector development acts as the foundation that both underpins and unifies public health efforts aimed at combating diseases and building healthy communities in an efficient and equitable manner, especially for high priority, excluded and underserved population groups. A strong health system foundation enables effectiveness of individual programmes and efficient use of shared system resources for all programmes. A strong health system also promotes appropriate integration of pro-poor, equity-enhancing, gender-responsive and human rights-based approaches.
This consultancy is expected to contribute to strengthen service delivery, especially at primary health care level in Fiji, through supporting the government to identify essential health services for each level of health system and design integrated service delivery model in priority areas such as non-communication diseases (NCDs), infection prevention and control (IPC), maternal, newborn and child health (MNCH).
Deliverables
Output 1 Review existing documents to define essential services in Fiji and other Pacific Countries such as Role Delineation Policy and standards and guidelines of relevant programs, and identify potential gaps and opportunity in integrated and continuous service delivery and care pathway through discussions with each program
Deliverable 1: A technical report with identification of potential gaps and opportunity in integrated and continuous service delivery and care pathway
Output 2 Discussion with government of identified PICs to identify one government’s priority area of service delivery (eg. NCDs, MCH, IPC) to demonstrate an approach to strengthen integrated service delivery with improved quality in service readiness, clinical quality and people-cantered care. Design an integrated approach that can be implemented and become a model of PHC strengthening for other key areas.
Deliverable 2: A technical report on a draft model to strengthen integrated service delivery at primary health care level in one priority area
Output 3 Draft a tool to assess hospital management, readiness and referral system to provide integrated service of the selected priority area to identify gaps and opportunities in establishing a model of integrated service delivery
Deliverable 3: A tool to assess hospital management and readiness to provide integrated service of the selected priority area
Output 4 Conduct assessments using the tool in selected healthcare facilities.
Deliverable 4: A report of assessments on hospital management, readiness and referral system to provide integrated service of the selected priority area
Qualifications, experience, skills and languages
Educational Qualifications
Essential: Advanced university degree in medicine, nursing or related field
Desirable: Medical, nursing or health service management
Experience
Essential: Minimum of 10 years of experience in public health programs
Desirable: Extensive experiences in integrated service delivery in developing countries or
Experience in developing and implementing a health program that requires multiple departments / units
Skills/Knowledge
Essential: Knowledge and skills in developing a policy document on service delivery
Desirable: Clinical background in PHC settings or work experience in the related area in Western Pacific Region is an asset
Languages and level required (Basic/Intermediate/Expert):
Essential:
Expert knowledge of spoken and written English
Location
On Site for insurance purposes Fiji or identified PICs combined with Off site: Home-based working arrangement.
Travel
The consultant is expected to travel to Pacific Island Countries
Remuneration and budget (travel costs are excluded):
a. Remuneration: Payband level (TBD)
b. Living expenses: N/A
c. Expected duration of contract is for 40 to 60 days period in total from Oct 15 2023 til 14 Mar 2024.
