BACKGROUND

Purpose of Activity/Assignment:

Advise UNICEF IOA work within UNICEF (HQ and support to countries) as well as GOARN IOA Core Team.

Scope of Work:

All below outputs are in support and under management / guidance of UNICEF IOA Lead (PHE)

  1. Support coordination for 15 IOA core team meetings
  2. Co-develop the IOA Toolkit and develop training materials
  3. Contribute in key working groups
  4. Support SAGER IOA project
  5. Produce the IOA Field Exchange publication
  6. Support ongoing training for IOA

Terms of Reference / Deliverables/Deadlines

  1. Support coordination for 15 IOA core team meetings
  • 15 IOA core team meeting reports. By 01 September 2023
  • 1 IOA core team strategy and workplan. By 31 December 2023
  • 2 IOA workshop reports
  1. Co-develop the IOA Toolkit and develop training materials
  • 1 IOA toolkit complete with guidance notes. By 30 September 2023
  • SOPs and associated tools ***in draft form (final production for 2024). By 31 December 2023
  1. Contribute in key working groups
  • Reports from participation on IOA in key working groups By 15 October 2023
  • 15 reports on updates of ongoing IOA collaboration with specific groups identified (e..g cholera task teams)
  • 1 short brief on IOA for UNICEF
  • 1 external IOA communication page. By 31 December 2023
  1. Support SAGER IOA project. By 31 December 2023
  • 1 SAGER systematic review published
  • 1 draft of SAGER phase II developed and launched (tools and methods completed)
  • 1 online recorded training on gender and IOA
  • 1 online recorded session on SAGER and IOA
  1. Produce the IOA Field Exchange publication
  • 2 IOA field exchanges published (including minimum 3-4 case studies per field exchange) By 31 December 2023
  1. Support ongoing training for IOA. By 31 December 2023
  • 3 IOA online trainings registered (in form of animation, live training or presentation as requested/ required)
  • Development of at least 10 presentations and at least 10 additional trainings adapted to country and partner requests

Qualifications

(1) Education

  • Master's level; Enter Disciplines: epidemiology/ public health

(2) Work experience

  • Min 8-10 years’ experience in public health research and outbreak or public health response
  • Min 8-10 years’ experience working in humanitarian/development settings
  • Experience managing diverse teams / different backgrounds and fields of work
  • Experience working within Integrated Outbreak Analytics required
  • Must have experience leading operational research for public health/ outbreak
  • Experience writing academically (publications) required
  • Experience developing technical guidance and support for public health research/ outbreak response
  • Experience working for the UN / NGO required

(3) Competencies

  • Leadership and strategic development required
  • Working knowledge of French

Requirements****:

  • Completed profile in UNICEF's e-Recruitment system
  • Upload copy of academic credentials
  • Financial proposal that will include:

  • Costs for each deliverable and total all-inclusive (lump sum) fees for the whole assignment.

  • Travel costs and daily subsistence allowance, if internationally recruited or travel is required as per TOR
  • Any other estimated costs: visa, health insurance, and living costs as applicable.
  • Indicate your availability

  • Any emergent / unforeseen duty travel and related expenses will be covered by UNICEF.

  • At the time the contract is awarded, the selected candidate must have in place current health insurance coverage.
  • Payment of professional fees will be based on submission of agreed satisfactory deliverables. UNICEF reserves the right to withhold payment in case the deliverables submitted are not up to the required standard or in case of delays in submitting the deliverables on the part of the consultant.

U.S. Visa information:

With the exception of the US Citizens, G4 Visa and Green Card holders, should the selected candidate and his/her household members reside in the United States under a different visa, the consultant and his/her household members are required to change their visa status to G4, and the consultant’s household members (spouse) will require an Employment Authorization Card (EAD) to be able to work, even if he/she was authorized to work under the visa held prior to switching to G4.

Remarks:

Individuals engaged under a consultancy or individual contract will not be considered “staff members” under the Staff Regulations and Rules of the United Nations and UNICEF’s policies and procedures and will not be entitled to benefits provided therein (such as leave entitlements and medical insurance coverage). Their conditions of service will be governed by their contract and the General Conditions of Contracts for the Services of Consultants and Individual Contractors. Consultants and individual contractors are responsible for determining their tax liabilities and for the payment of any taxes and/or duties, in accordance with local or other applicable laws.

The selected candidate is solely responsible to ensure that the visa (applicable) and health insurance required to perform the duties of the contract are valid for the entire period of the contract. Selected candidates are subject to confirmation of fully vaccinated status against SARS-CoV-2 (Covid-19) with a World Health Organization (WHO)-endorsed vaccine, which must be met prior to taking up the assignment. It does not apply to consultants who will work remotely and are not expected to work on or visit UNICEF premises, programme delivery locations or directly interact with communities UNICEF works with, nor to travel to perform functions for UNICEF for the duration of their consultancy contracts.
