Background:

Taking under consideration a near 100% increase in the number of the Tajik Border Troops (TBT) trainees and the resulting considerable increase of the workload for the National Training Officer, the Consultant/Instructor will be hired on a temporary basis for the duration of TBT training courses on Operational Planning and Sustained Field Operational Capacities. The Consultant/Instructor will work under the Extra-Budgetary Project “Stabilization of Tajikistan’s southern border region with Afghanistan”. This is placed within Office of Head of Office.

Objective of Assignment:

The Consultant/Instructor will work in mentoring capacity for the TBT training courses during which the Consultant/Instructor, under the direct supervision of the National Training Officer, will support the implementation the training courses for the TBT. He/she will also ensure that the quality of courses delivered by double-hatted TBT trainee/instructors guaranteed and provide them with guidance and advice, where necessary.

Duration of Assignment:

144 working days in the period from 1 July 2022 to 31 December 2022.

Tasks and Responsibilities: Under the overall supervision of the National Training Officer, the successful candidate will be tasked with the following duties:

  1. Delivering and conducting training courses and related training materials for the Tajik Border Troops on the following topics: - Operational Planning; - Sustained Field Operational Capacities;
  2. Taking the lead in organizing all aspects of the training courses on Sustained Field Operational Capacities and Operational Planning
  3. Delivering lessons/classes/training as necessary;
  4. Reviewing and providing quality assurance on national trainers presentations;
  5. Systematically capturing and incorporating lessons learned and best practices from courses into future lesson plans and ensure all training courses are evaluated in a participatory manner;
  6. Providing the National Training Officer with regular input to donor and monthly activity reporting;
  7. Performing any other tasks as assigned.

Consultant/Instructor will be responsible for all aspects, connected to the implementation of the training courses. Therefore, the Consultant/Instructor will work from the relevant TBT facilities, where training courses will be delivered.

Deliverables:

749 Tajik Border Troops officers trained in areas described in paragraph 3 above.

Necessary Qualifications:

  • University degree obtained in Border Institute or relevant education;
  • Minimum 10 years of professional experience in the field of Border Security and Border Protection;
  • Knowledge of survival skills connected to the border security;
  • Professional fluency in the Tajik and Russian language, both oral and written. English would be an asset;
  • Computer literate with practical experience using Microsoft applications;
  • Demonstrated gender awareness and sensitivity, and an ability to integrate a gender perspective into tasks and activities;
  • Ability and willingness to work as a member of team, with people of different cultural, and religious backgrounds, different gender, and diverse political views, while maintaining impartiality and objectivity.

Remuneration Package:

Remuneration will be based on the selected consultant's/expert's qualifications, experience, the tasks and deliverables for this position and in accordance with the OSCE established rates.
