Expected duration The Contract shall be for a duration of 3 work-months spread over: 15 September 2022 to 30 June 2023.

Duties and Responsibilities The Asian and Pacific Centre for Transfer of Technology (APCTT) is a regional institution of the United Nations Economic and Social Commission for Asia and the Pacific (ESCAP) servicing the Asia-Pacific region. APCTT works to assist the members and associate members of ESCAP through strengthening their capabilities to develop and manage national innovation systems; develop, transfer, adapt and apply technology; improve the terms of transfer of technology; and identify and promote the development and transfer of technologies relevant to the region. Currently, the Centre is assisting member States through policy support, capacity building, networking, knowledge-sharing on technology transfer, with focus on climate change and building back better from the COVID-19 pandemic. The target beneficiaries are national policymakers, technology transfer and promotion agencies, industry and research and development institutes. In this context, APCTT would organize a series of regional innovation policy dialogues among member States to deliberate and solicit recommendations on mainstreaming enabling and successful innovation policies, strategies and models which would help accelerate the progress on Sustainable Development Goals (SDGs) by 2030. The three policy dialogues would focus on: (1) Enabling innovation policies, frameworks and strategies to support SDGs; (2) Country needs, challenges and opportunities to strengthen and mainstream innovation policies to support SDGs; and (3) Development of a Guidebook of regional innovation policy framework for alignment with SDGs’. The target users of the guidebook are innovation policymakers of member States in the Asia-Pacific region. Following the policy dialogues and development of the Guidebook, a ‘Regional knowledge sharing workshop’ would be organized for capacity building of innovation policymakers from member States.

In context of the above-mentioned, the Consultant will coordinate and facilitate the launch and implementation of the policy dialogue series and achievement of its outcomes. The specific duties and responsibilities of the consultant shall be the following:

1. Collect data and information, prepare and finalize background papers for policy dialogues I and II in consultation with APCTT; 2. Prepare and deliver power point presentations and facilitate discussions at the policy dialogues; 3. Develop and finalize outline, structure/framework, and 1st draft of the ‘Guidebook of regional innovation policy framework for alignment with SDGs’ in consultation with APCTT; 4. Prepare and deliver presentation on the draft guidebook at the policy dialogue III; 5. Revise and finalize the draft ‘Guidebook of regional innovation policy framework for alignment with SDGs’ based on the recommendations of policy dialogues and in consultation with APCTT; 6. Prepare & deliver power point presentations on the ‘Guidebook of regional innovation policy framework for alignment with SDGs’ and facilitate discussions at the regional knowledge-sharing workshop; and 7. Any other task related to the effective implementation of the policy dialogue series

The consultant will work remotely under the overall guidance of and report to the Head of APCTT and under the direct supervision of the relevant staff of APCTT.

Qualifications/special skills Academic Qualifications: Advance University degree in economics, science, technology, engineering, management or related field. Experience: •10 years of extensive professional experience and high level of expertise in innovation policies and sustainable development. •Experience of work/ assignments/ projects with UN, its specialized agencies, or other multilateral organizations is highly desirable. •Proven experience and expertise on science, technology and innovation policy and strategy. Language: An excellent command of the English language and demonstrated ability to communicate effectively.
