BACKGROUND

The UNICEF Office for the Eastern Caribbean Area (ECA) produces and analyses a wealth of data that requires the services of an Information Management expert to consolidate and visualize content in a compelling way for strategic planning, decision making and advocacy with key stakeholders. The products created by the Information Management expert will be critical for programme development. In the current hurricane season, and potential emergency response, this work assumes an even greater significance, as it is crucial to have an expert who can support swift analysis and visualization of data for strategic decision making. In addition, there is a need to assess on-going programming, field monitoring, Management Information Systems and data collection mechanisms to document the strengths, weaknesses, opportunities and threats that will drive programme areas to be data ready.

In order to be data ready support is required to develop datasets, compile existing data and analyse data using available tools. In addition, products that will be required to develop are GIS maps, pictographs, infographics and amongst others, using available tools for the easy use of programme colleagues. Visualized data will used for strategic documents, reports, frameworks, strategies, among other programmatic documents.

By working closely with the Monitoring and Evaluation team, the Technology for Development Officer and the Knowledge Management Officer the IMO will jointly collaborate with Humanitarian Programming Monitoring and supporting the CCRI initiative to all the countries in the region it will be ensured that collected data can be used for the products mentioned above and for advocacy purposes.

UNICEF ECA requires a national consultant with innovative ideas and background in information management who can visualise our thinking/materials/data in an appealing way.

How can you make a difference?

PURPOSE/SCOPE OF ACTIVITY/ASSIGNMENT

Goal and Objective: Under the direct supervision of the Emergency Specialist with technical support from the Monitoring and Evaluation Specialist and team and in liaison with the Emergency Coordinator (migrant response), Technology for Development Officer and programme sector leads, the consultant will perform the following tasks:

Data Collection, Compilation and Analysis

  • Support data collection and analysis for UNICEF’s development programmes for monitoring and reporting purposes, ensuring compliance and full engagement of all UNICEF partners in the reporting platform.
  • Conduct systematic assessments of on-going programmes and field monitoring, MIS systems and data collection mechanisms.
  • Develop and maintain an up-to-date indicator-wise master dataset to ensure regularly required information is available on e.g., climate risks indicators, population movement, trend, needs assessment, etc. from internal or external sources.
  • Work closely with UNICEF programmes on national data from countries/territories, such as sector data collection, and any other data source, as relevant, ensuring quality and consistency in data collection.
  • Support gap analyses with programmes upon agreed data sources, including through verification and support for information disaggregated by age and sex, disability, and vulnerable groups.
  • Support SWOT analysis and recommendation for strengthening the programme and national/country-level monitoring.
  • Support the data analysis of responses from online surveys and report writing based on the analysis on the Adolescent and Youth consultations (as a part of the RWP activities and events)

Data Visualization (design) & Dissemination

  • Develop and/or update a regular package of data visualization products (including maps, dashboards, infographics and financial/resource analyses) that presents information in a way that is easily understood by various decision makers, individuals and groups.
  • Support with products that include reports, frameworks, strategies, infographics, digital assets among others.
  • Update a data visualization platform on a regular basis.
  • Support office-wide information management using appropriate tools; including keeping UNICEF updated on new tools and their application.
  • Perform other duties as may be required and assigned, in relation to information management.

Support to emergency preparedness/response

  • Respond to UNICEF and relevant collaborators needs for information in identified UNICEF-led fields.
  • For UNICEF-led / agreed fields, (e.g. WASH) create or adapt existing in-country information management approaches for collecting, analysing and reporting Cluster/Sector activities and resources, and identifying information gaps.
  • Establish and maintain information datasets that consolidate, analyse and report/disseminate information critical to decision making.
  • Support the infographics for flash appeals and situation reports, and for funding proposals.
  • For UNICEF-led fields (e.g.WASH) maintain monthly reporting from Cluster/Sector participants and counterpares, including W-matrix (‘Who does What, Where, When and for Whom?’ databases).
  • Work with Cluster/Sector participants and relevant collaborators to identify information gaps and propose ways to bridge those gaps.
  • Use GIS mapping for map production and geographic data management.
  • Manage flows of information and dissemination in an appropriate way, including support to website management.
  • Support the development of supply tracking management (inclusive end user monitoring).
  • Adopt and promote the use of global standards for IM for inter-operability.

Support to overall programme management and reporting

  • Support with data analysis, presentations and “pitches” in relation to advocacy work.
  • Train programme focal points on information management and how to maintain and use information products.

Work relationships:

Day to day supervision will be provided by the Emergency Specialist of the UNICEF Eastern Caribbean Area

Office. The consultant will provide periodic update on the progress, challenges encountered, and support required.

Outputs/Deliverables:

The contract period will be from 9 January 2023 to 08 November 2023 for a total of 9 months (over a 10 month

period) estimated to complete the assignment.

The consultant will be paid in monthly installments upon completion and submission of the deliverables of each component:

o Monthly rate - Completion of Deliverables 1 to 3 (submission by end of month); as identified in the agreed work plan (in month 1). Deliverable 1 includes the Work Plan (live document) and agreed deliverables aligned to programme needs

o Monthly rate - Completion of Deliverable 4 (end of contract report)

UNICEF reserves the right to withhold all or a portion of payment if performance is unsatisfactory, if work/output is incomplete, not delivered or for failure to meet deadlines.

TRAVEL REQUIREMENTS

The consultant is responsible for arranging his/her own travel, including bearing the costs visas and travel insurance. Accommodation, meals and incidentals costs must not exceed the UN daily subsistence allowance rates. The costs for approved travels will be reimbursed by the UNICEF ECA upon submission of receipts and based on applicable UN DSA rates. All approved travels to be conducted in accordance with UNICEF travel rules and regulations.

PAYMENT SCHEDULE

Payment of professional fees will be based on submission of agreed deliverables which receive satisfactory quality review. In general, individual contracts shall not allow for fee advances. However, a maximum of 30 per cent of the total contract value may be authorized by the Approving Authority in cases where advance purchases, for example for supplies or travel, may be necessary.

ADMINISTRATIVE MATTERS

The Consultant is expected to work remotely from his/her home base and provide his/her own laptop, printer and telephone service. At times when the Consultant is expected to be physically present in the UNICEF office in Barbados, suitable space and Wi-Fi access will be provided. A UNICEF email account will be provided for the duration of the assignment and official exchanges are expected to be conducted using this email address

CONDITIONS OF SERVICE

Before commencing work, a consultant or individual contractor shall submit a statement of good health and take full responsibility for the accuracy of that statement, including confirmation that he or she has been informed of the inoculations required for the country or countries to which travel is authorized. Consultants and individual contractors shall assume all costs that may occur in relation to the statement of good health. Consultants and individual contractors are required to certify that they are covered by medical/health insurance.

The selected candidate is solely responsible to ensure that the visa (applicable) and health insurance required to perform the duties of the contract are valid for the entire period of the contract. Selected candidates are subject to confirmation of fully-vaccinated status against SARS-CoV-2 (Covid-19) with a World Health Organization (WHO)-endorsed vaccine, which must be met prior to taking up the assignment. It does not apply to consultants who will work remotely and are not expected to work on or visit UNICEF premises, programme delivery locations or directly interact with communities UNICEF works with, nor to travel to perform functions for UNICEF for the duration of their consultancy contracts.

RECOURSE

UNICEF reserves the right to withhold payment in case the deliverables submitted are not up to the required standard or in case of delays in submitting the deliverables on the part of the consultant. Performance indicators against which the satisfactory conclusion of this contract will be assessed include: timeliness/quality of submission and responsiveness to UNICEF and counterpart feedback.

TITLE RIGHTS

All materials created by the Contractor which bears a direct relation to, or is made in order to perform, this contract and any intellectual property rights thereof, including but not limited to patents, copyright and trademarks, shall be jointly owned by UNICEF and the Contractor. At the request of UNICEF, the Contractor shall assist in securing such property rights and transferring them to UNICEF in compliance with the requirements of the law governing such rights. Any third party usage shall require written permission from both parties.

Education:

Master Degree in Information management, Geography, Geographic information system (GIS), Statistics, Urban and Regional Planning or any other relevant subject.

Knowledge/Expertise required:

  • At least 5 years demonstrated experience at the national and/or international level in information management, programme management and project support.
  • Strong Knowledge in ODK based technology or mobile data collection platforms like ArcGIS,Ona, Kobo is required.
  • Required Strong knowledge in advance MS Excel, SPSS, Strata, Access, PowerBi, ActivityInfo and other data management tools
  • Experience in data management or humanitarian or development field will be assets
  • Experience with data analysis and visualization.
  • Excellent oral and written skills; excellent drafting, formulation, reporting skills;
  • Excellent interpersonal skills; culturally and socially sensitive; ability to work inclusively and collaboratively with a range of partners, including grassroots community members, religious and youth organizations, and authorities at different levels; familiarity with tools and approaches of communications for development;
  • Ability to work and adapt professionally and effectively in a challenging environment; ability to work effectively in a multicultural team of international and national personnel;
  • Self-motivated, ability to work with minimum supervision; ability to work to tight deadlines.

  • Fluency in English is required.
