Overview

Support the development of training modules for Child Protection Committees.

You have:

  • Master's degree (BAC+5 or equivalent) in educational sciences, social sciences or any other relevant field.
  • Bachelor's degree in social sciences or educational sciences with over 7 years of experience in pedagogical engineering and adult training.
  • Confirmed experience in pedagogical engineering and adult training.
  • Experience in developing interactive pedagogical modules.
  • Desired experience in child protection and/or training of community actors.
  • Excellent writing skills in Kirundi and French.
  • Proficiency in digital tools for creating training modules and/or audiovisual materials (Canva, Articulate, Captivate, etc.).
  • Excellent communication and participatory facilitation skills.
  • Ability to work independently, under pressure, with the constraint of producing quality results.
  • Prior experience of collaboration with UNICEF or another UN agency or any other international organization in the field of child protection would be an advantage.
  • To be of Burundian nationality or have the right to work in Burundi.

TERMS OF REFERENCE

Purpose of Assignment

Le Burundi, pays d’Afrique de l’Est, a inscrit la protection de l’enfant au cœur de ses priorités nationales, conformément aux engagements internationaux tels que la Convention relative aux droits de l’enfant et aux instruments régionaux africains. Malgré les avancées législatives et institutionnelles, les enfants restent exposés à diverses formes de vulnérabilité, notamment les violences, les abus, et l’exploitation économique et sexuelle.

L’UNICEF appuie depuis plusieurs années le Gouvernement du Burundi pour mettre en place et renforcer un système communautaire de protection de l’enfant qui est fiable et performant, afin de contribuer à la réduction des violences à l’égard des enfants et apporter un soutien aux enfants victimes.

Ainsi, des mécanismes communautaires de protection de l'enfant, notamment les Comités de Protection de l’Enfant (CPE), ont été mis en place et plusieurs initiatives ont été prises pour leur renforcement. En 2023, une cartographie des CPEs a été conduite. Le rapport a révélé un besoin d’harmoniser et renforcer l’appui aux CPEs afin de garantir leur fonctionnement. Sur cette base, une stratégie nationale de renforcement des CPEs a été adoptée en avril 2024. Dans le cadre de sa mise en œuvre, les outils harmonisés des CPEs ont été actualisés, et un guide de formation des CPEs ainsi qu’un livret de poche ont été élaborés sous la coordination de la Direction de Protection de l’Enfant du ministère de la Justice, des Droits de la Personne Humaine et du Genre. En septembre 2025, un pool de formateurs des CPEs a été établi au niveau national. La formation progressive de tous les CPEs au Burundi, par les formateurs certifiés et sur base du guide de formation, est actuellement en cours. Afin de compléter cette formation de base, l’UNICEF souhaiterait appuyer la Direction de Protection de l’Enfant dans le développement des outils pédagogiques innovants et accessibles.

Une série de modules électroniques courts et pratiques visera à doter les CPEs de compétences adaptées aux réalités locales, tout en favorisant une appropriation durable des principes de protection et de promotion des droits de l’enfant au Burundi.

Les présents Termes de Référence sont élaborés pour recruter un consultant pour le développement des modules électroniques de formation courts et pratiques, qui peuvent être utilisés à travers des téléphones portables, ordinateurs et tablettes, afin de faciliter l’apprentissage progressif des membres des CPEs. Cette consultance vise à concevoir, tester et accompagner la mise en œuvre de ces capsules de formation selon les objectifs et autres points développés ci-dessous.

Cette consultance vise à contribuer à l’amélioration des compétences des CPEs en développant des formations de façon innovante afin qu’ils acquièrent des capacités requises pour prévenir et répondre aux violences faites aux enfants, surtout les plus vulnérables. De façon systématique, les objectifs visés sont :

1. Soutenir la formation continue des membres des Comités de Protection de l’Enfant avec une approche de formation innovante

2.Avoir des supports de Formation (Capsules) facilement exploitables et être utilisés à tout moment.

Minimum requirements:

Education:

  • Diplôme de Master (BAC+5 ou équivalent) en sciences pédagogiques, sciences sociales ou tout autre domaine pertinent
  • Diplôme de Licence/Baccalauréat en sciences sociales, pédagogiques avec une expérience de plus de 7 ans dans le domaine d’ingénierie pédagogique et formation d’adultes

Work experience:

  • Expérience confirmée en ingénierie pédagogique et formation d’adultes
  • Expérience dans le développement de modules pédagogiques interactifs
  • Expérience souhaitée en protection de l’enfant et/ ou en formation des acteurs communautaires

Language requirements:

  • Excellente capacité rédactionnelle en Kirundi et en Français

Kowledge/Expertise/Skills:

  • Maîtrise des outils numériques de création de modules de formation et/ ou de supports audiovisuels (Canva, Articulate, Captivate, etc.)
  • Excellentes compétences en communication et animation participative
  • Avoir déjà travaillé avec des structures communautaires de Protection de l’Enfant constitue un atout majeur
  • Capacité de travailler de façon indépendante, sous pression, avec la contrainte de produire des résultats de qualité
  • Avoir une expérience antérieure de collaboration avec l’UNICEF, une autre agence des NU ou tout autre organisation internationale du secteur de la protection de l’enfant serait un atout

Desirable:

  • Être de nationalité burundaise ou avoir le droit de travailler au Burundi
