The Government of Brazil and the United Nations Children's Fund (UNICEF) have agreed on the 2017-2023 Country Program, which aims to support Brazil in protecting the rights of the most excluded children and adolescents.

With equity as a guiding principle within the Sustainable Development Goals, one of the objectives of the Country Program is to facilitate knowledge generation and sharing in order to identify the most excluded children and adolescents, as well as monitor and measure progress, in accordance with their rights, based on the Convention on the Rights of the Child.

UNICEF is mandated by the United Nations General Assembly to advocate for the protection of the rights of children and adolescents, to help meet their basic needs and to expand their opportunities to reach their full potential.

The organization is recognized worldwide and in Brazil for generating reliable evidence and data on the situation of children and adolescents. Evidence and data provide credibility to UNICEF and are the best tools for decision makers, especially for understanding the complexities of issues involving children and adolescents. Data collection, research, analysis, organization and management provide the basis for solid evidence. This evidence, however, must also be interpreted and communicated at the right time to relevant audiences and in an appropriate manner. This means using the best format - so that knowledge is clearly communicated, absorbed and has the desired impact.

UNICEF, in partnership with public actors, governments, civil society and the private sector, seeks to positively influence the ways in which governance, attitudes, power, social relations and institutional functions are performed. UNICEF supports scale-up actions that mitigate deeper underlying barriers to the fulfillment of the rights of children and adolescents.

In addition, it identifies partners who are committed to legislation, policies, programs and topics that relate to children and adolescents. Partners that can influence public investments at all state levels, and affect public policies for social assistance, health, education, protection for children and adolescents.

Members of Parliament have been key partners for UNICEF- Brazil in the last years. This has allowed UNICEF to accompany the legislative agenda and create spaces to advocate for the prioritization of children and adolescents, on legislation, policies and on the public budget, as stated in the Federal Constitution of Brazil (1988) and on the Child and Adolescent Act (1990).

Purpose

By guidance and coordination of the Head of Social Policy and Monitoring & Evaluation, the main objectives of this contract are:

  • Maintain, reinforce and map key partners in Brazil's National Congress (House of Representatives and Federal Senate), “champions” for children and adolescent’s rights.
  • Identify and monitor legislative agendas that are relevant and can directly or indirectly affect children and adolescents.
  • Prepare/deliver evidence-based recommendations to decision makers, stakeholders or those who influence them.
  • Establish relationships with decision-makers and other influential audience to provide them with relevant information and engaging them in topics concerning children and adolescents.
  • Create a follow-up process for initiatives that are relevant and requires UNICEF’s technical support;
  • Analyze voting trends in relevant topics and areas for UNICEF.

Expected results:

  1. Briefs on key actors in the National Congress (Deputies, Senators, Advisers, others) including biographical information and their previous legislative activities;
  2. Weekly reports of legislative agendas relevant to childhood and adolescence;
  3. Regular reports on future events and other relevant topics, for expected prospects and agendas;
  4. Reports on the broader political context in Brazil;
  5. Support evidence and evidence-based advocacy with UNICEF;
  6. Prospecting and scheduling meetings with UNICEF’s representatives and key actors;
  7. A follow-up process of implemented initiatives;
  8. Final Report.

PERFORMANCE INDICATORS

  • Deliver products on time;
  • Consistent contact with the team of SPM&E;
  • Good interpersonal relationships;
  • Good quality analysis;
  • Confidentiality and Discretion;
  • Availability to personally present results for UNICEF and to answer questions;

In accordance with UNICEF priorities, the supervisor and consultant will discuss and consolidate the Work Plan, detailing the deliverables and competencies, which will be evaluated during and at the end of the consulting process. The deliverables shall be subject to review and approval by UNICEF after delivery by the consultant. If needed, revisions and alterations may be requested by UNICEF related to quality and technical parameters. Only after final clearance by UNICEF Brazil will the respective payments be processed.

If the product’s delivery date falls on the weekend or a public holiday, it must be delivered on the following business day;

UNICEF reserves the right to terminate the contract and/or withhold all or a portion of payment if the rules and the regulations regarding confidentiality, ethics and procedures of UNICEF and the partners are not followed, the performance is unsatisfactory, or work/deliverables are incomplete, not delivered or fail to meet the deadlines.

Key competences, technical background, and experience required Deadline

• Master´s degree in Public Administration, Public Relations, Social Sciences, Administration, Public Management, Marketing, Communication, or related fields.

• At least five years of relevant professional experience in political analysis and/or monitoring;

• Experience in Public Relations, Communication Strategies, at both national and subnational levels;

• Previous experience of working with the UN or other international organization in development, or national development assistance;

• Familiar with UNICEF´s working methods and previous experience of working with any of UNICEF´s offices are an asset.

General Conditions: Procedures and Logistics

  • Consultant will work from home using own equipment and stationery. UNICEF will provide office space for consultative meetings when needed.
  • For Consultant’s, travel costs should be included in the consultant’s fee.
  • No contract may commence unless the contract is signed by both UNICEF and the consultant.
  • No consultant may travel without a signed travel authorization prior to the commencement of the journey to the duty station for international consultant.
  • Consultants will not have supervisory responsibilities or authority on UNICEF budget.

Financial Proposal

  • Costs indicated are estimated. Final rate shall follow “best value for money” principle, i.e., achieving the desired outcome at the lowest possible fee.
  • A financial proposal including the fee for the assignment based on the deliverables and number of days must be submitted. Consultants are asked to stipulate all-inclusive fees, including lump sum travel and subsistence costs, as applicable.
  • The payment will be based on submission of agreed deliverables. UNICEF reserves the right to withhold payment in case the deliverables submitted are not up to the required standard or in case of delays in submitting the deliverables on the part of the consultant.

Insurance and health coverage

  • The contractor is fully responsible for arranging, at his or her own expenses, such life, health and other forms of insurance covering the term of the contract as he or she considers appropriate.
  • The contractor is not eligible to participate in the life or health insurance schemes available to UNICEF and United Nations staff members.

    Restrictions

  • Consultants may not receive training at the expense of UNICEF. Notwithstanding, consultants and individual contracts must complete the applicable mandatory trainings.

  • In case of government officials, the contract cannot be issued without prior written clearance by the Government​, or unless on leave without pay.

Individuals engaged under a consultancy or individual contract will not be considered “staff members” under the Staff Regulations and Rules of the United Nations and UNICEF’s policies and procedures and will not be entitled to benefits provided therein (such as leave entitlements and medical insurance coverage). Their conditions of service will be governed by their contract and the General Conditions of Contracts for the Services of Consultants and Individual Contractors. Consultants and individual contractors are responsible for determining their tax liabilities and for the payment of any taxes and/or duties, in accordance with local or other applicable laws.

The selected candidate is solely responsible to ensure that the visa (applicable) and health insurance required to perform the duties of the contract are valid for the entire period of the contract. Selected candidates are subject to confirmation of fully-vaccinated status against SARS-CoV-2 (Covid-19) with a World Health Organization (WHO)-endorsed vaccine, which must be met prior to taking up the assignment. It does not apply to consultants who will work remotely and are not expected to work on or visit UNICEF premises, programme delivery locations or directly interact with communities UNICEF works with, nor to travel to perform functions for UNICEF for the duration of their consultancy contracts.
