Result of Service Conceptual and methodological contributions to develop a process for the collection, systematization and analysis of information using relevant indicators that reflect the dynamics of socioeconomic reincorporation, based on the progress of the economic reincorporation dashboard

Work Location The consultant will work remotely under the supervision of the Head of the VPSERO.

Expected duration The consultancy will be for the duration of 6 months. An extension may be requested to meet additional departmental requirements.

Description The Verification of Political, Social and Economic Reincorporation Office (VPSERO) requires building a proposal of reincorporation indicators to establish the necessary definitions to calculate and build a reincorporation baseline.

Similarly, develop pilot projects for the collection, exchange, and integration of information internally within the Mission and externally with actors and institutions involved in the reincorporation of former combatants.

Duties and Responsibilities 1. Design a conceptual and methodological framework for a process of collecting, systematizing, and analyzing information using rights-based indicators oriented to the socioeconomic reincorporation of the signatories of the agreement 2. Design rights-based indicators to measure socioeconomic reincorporation - what to measure and how to measure each indicator 3. Support the development of internal capacity for indicators development 4. Conduct analysis of results 5. Conduct analysis to build the socioeconomic reincorporation baseline 6. Conduct training sessions and materials on the designed indicators 7. Conduct other project-related activities as required

Qualifications/special skills Academic Qualifications: Advanced university degree (Master’s degree or equivalent) in statistics, mathematics, information systems, computer science, software engineering, or related field. A first-level university degree and two (2) additional years of qualifying experience may be accepted in lieu of the advanced university degree. Experience: A minimum of two (2) years of progressively responsible experience in monitoring, project evaluation. Design and follow-up of indicators with a human rights approach. Proven experience in the construction of statistical systems and indicators with a human rights approach. Language: English and French are the working languages of the United Nations Secretariat. For the consultancy, fluency in English and Spanish (both oral and written) is required.
