Result of Service The consultancy consists of the following outputs being these non-limitative: - Output 1. Consolidation of the diagnosis and formulation of the risk management component in the Cartagena land use plan.

Duties and Responsibilities a.) Information and validation:

  • The consultant will be responsible for keeping the HUB Coordinator informed and having to obtain validation of his/her activities in the full project cycle.

b.) Development:

  • Review of the documents that are an integral part of the Land-Use Plan (POT by its acronym in Spanish) of the city of Cartagena de Indias, from the environmental, climate change, and risk management component.
  • Formulation of technical contributions to the documents that are an integral part of the POT from the environmental, climate change, and risk management component.
  • Guide the formulation and execution of disaster risk awareness actions at the different territorial levels to articulate risk management with development planning instruments.
  • Support the improvement of the Risk Knowledge process and its articulation with development planning processes.
  • Accompaniment in the coordination and consultation with the corresponding entities.
  • Provide high-level technical support to the Project Coordination, as well as to other project consultants.
  • Carry out knowledge transfer processes (workshops and trainings) to the multiple stakeholders involved.

c.) Approval:

  • The consultant will be responsible for supporting compliance with project approval processes, as well as monitoring the development and implementation of programs and projects.
  • Support the Hub Coordinator in the development of inputs for conceptual notes, project documents, implementation plans and budgets, and in general all the documentation necessary for internal approval of projects, following the provisions of the various manuals of procedures, internal regulations, and regular channels established by the Agency.

d.) Implementation:

  • Attend the technical (virtual) meetings needed to meet the scopes and objectives defined for the consultancy.
  • Provide information to UN-Habitat regarding affectations that the process of implementing the consultancy may have.
  • Provide inputs for the systematization of the processes carried out and exchange of practices and successful experiences with other HUBs in the region, with headquarters branches, counterparties and who appoints the UN-Habitat HUB Coordinator for Andean countries.
  • Follow up on technical guidelines determined by the Project Coordinator and Coordinator HUB Andean Countries.
  • Comply with the schedule of activities according to the guidelines of the HUB Coordinator.
  • When it is necessary to provide accompaniment to the UN-Habitat Coordinator and/or team in the establishment of communication with counterparties and stakeholders.

e.) Knowledge Management:

  • The consultant must know the processes, procedures, and standards of the organization, to ensure an adequate quality of the activities described above according to the standards of the organization.
  • Propose formats and procedures that allow the efficient implementation of the Agency's projects.
  • The consultant must know the file system of the projects and ensure their proper maintenance, accessibility for all officials and the proper updating.
  • Design methodologies for the systematization of good practices and knowledge, related to the implementation of the projects and cooperation activities of the UN-Habitat Colombia Office.
  • Support the formulation of substantive documents linked to the thematic lines of action of UN-Habitat Colombia.
  • Prepare reports and other documents related to meetings, missions and activities developed by the National UN-Habitat Office.
  • The consultant will carry out research activities to facilitate the exchange of information, knowledge and best practices on the sustainable urban development issues set out in the Agency's mandate.
  • Collect information on the urban status in the Andean Countries that serves as an input both for the identification of new project opportunities and for the implementation of the subscribed projects.
  • Support monitoring of UN-Habitat's implementation of Sustainable Development Goals (SDP) Target 11 dealing with sustainable cities and communities.
  • Identify strategic allies for the implementation of the New Urban Agenda in Andean countries.
  • Manage knowledge networks for the dissemination of the methodologies and documents generated by the agency and for the construction with strategic allies of new knowledge on topics related to sustainable urban development.

f.) Others:

  • Other activities requested and by mutual agreement with the HUB Coordinator of The Andean Countries of UN-Habitat, within the framework of this consultancy and without prejudice to the achievement of its responsibilities.
  • The consultant will participate in work and follow-up meetings, both with other consultants, as well as with the Coordinator and team of the Andean Countries HUB of UN-Habitat and with the staff of the projects.
  • The consultant shall be responsible for ensuring that all activities comply with the principles of United Nations integrity.

    Qualifications/special skills Education Degree in engineering, geology, agronomy, economics, architecture, environmental management and/or related fields. Postgraduate degree in areas related to urban planning, environmental law, territorial de-velopment, risk management and/or related fields or an additional four (4) years of experience relevant to the position would be accepted in lieu of the advanced degree.

Professional Experience Minimum five (5) years of work experience in land use and environmental planning processes, risk man-agement, environmental management, rural development or management, territorial and environmental approach projects and/or related. Previous experience in the United Nations System will be considered an added advantage.

Languages The language of the consultancy is in Spanish, desirable English and other official languages of the United Nations will increase score.

Additional Information Currently, the Planning Secretariat of the District of Cartagena is working on updating the Land Management Plan (whose Spanish acronym is POT) and the Special Management and Protection Plan for the Historic Centre (PEMP) from an approach denominated Territory 4C: Territory with integral context, multidimensional complexity, sustainable awareness and collective consensus. The District already has a Territorial Management Plan for the Tourist and Cultural District adopted under Decree No. 0977 of 2001; however, territorial, socioeconomic, political and institutional dynamics have forced the local gov-ernment to adjust and update this planning instrument, as well as to align it with national territorial man-agement instruments and international methodologies. For this reason, this initiative consists of technical support from UN-Habitat to the Municipality of Cartagena de Indias in the process of updating the POT and socializing with community; and review and adjustment of the long-term structural component from the perspective of the NUA and SDG’s. The project seeks to contribute from two main components: The first one, relates to the promotion of integrated urban development through updated and inclusive planning instruments, under the principles of the NUA and the SDGs, and the review and formulation of technical contributions to the documents that are an integral part of the POT. This promotion process includes participatory exercises with the community and other relevant stakeholders.
