It envisions to bring about a new culture of learning through mainstreaming ICT-enabled innovations. It focuses on the following four areas for 2020: 1) policy advice for the Member States to facilitate the integration of ICT in their education system; 2) supporting teacher development for the ICT-pedagogy integration; 3) promoting digital citizenship, and 4) research and knowledge sharing on the current issues in ICT in education to better inform educational policy development. The COVID-19 crisis has given rise to the increased use of ICT for provisioning education through blended, distance and online learning modalities. Digital technologies in education are now seen as a necessity and no longer a choice. At the same time, the pandemic has accentuated the digital divide, creating the need for strategic transformation of the education system to ensure digital and hybrid learning for all, including through integration/strengthening of ICTs in education policies, plans, and budgets, reskilling and upskilling of teachers, training of school management, identification and use of high-quality digital solutions and digital skills development of learners, especially for marginalized populations. Appropriate and timely support to governments in their digital transformation of education systems could accelerate the recovery process and building back better to achieve the Education 2030 agenda. This includes supporting governments in the short-term (in response to immediate needs emerging from the crisis) and in the long-term (accelerating the path towards the use of technologies to enable accessible, inclusive, and quality education). It also includes strategic partnerships with the private sector and providers to support governments in this area. **MAJOR DUTIES AND RESPONSIBILITIES** Under the overall authority of the Director of UNESCO Asia-Pacific Regional Bureau for Education, the direct supervision of the Chief of Section Inclusive Quality Education (IQE), and the daily guidance of the Team Leader of Education Planning and Management (EPM), the Individual Specialist shall be responsible for supporting the implementation of the biennium programme activities and projects on ICT in education. This includes providing technical support on ICT in education policy development and planning and developing new projects and partnerships that support development in the digital learning era. Specifically, the incumbent will perform the following duties: 1.1 Manage and coordinate the implementation and successfully complete ongoing capacity-building projects in ICT in education including the preparation of all relevant and required final reporting to the Donor, namely: a. ICT to Achieve SDG4 in South Asia (November 2021) b. Innovative Financial Planning in Technology-Enabled Education to Achieve SDG 4 in Asia-Pacific (November 2021) 1.2 Manage and finalize the ICT component of the project ‘Transforming Teachers’ Capacities in ICT in Education in Lao PDR’ (December 2021) including the preparation of all relevant and required final reporting to the Donor. 1.3 Manage and coordinate the implementation of the ongoing project ‘Enhancing National Capacity to Foster Digital Citizenship Education in Asia Pacific’. 1.4 Organize, coordinate and facilitate national workshops, manage and monitor project budgets, resource allocation, prepare project monitoring reports, maintain continuous communication with partners, UNESCO offices, national stakeholders, and donor relations, develop project communication materials, briefs, and manage project external evaluations, etc. 1.5 Maintain and update various ICT in Education websites, with a focus on content and usability. Long Description ---------------- 1.6 Provide technical support, strategic direction and feedback to beneficiary countries’ development and implementation of ICT in education policies, plans and strategies and budgeting; in particular, provide advisory services to Member States’ COVID-19 policy response related to online distance learning, digital skills, and other ICT in education matters; 1.7 Develop a funds mobilization strategy for ICT in education and the digital learning agenda and seek out potential donors and partners including from the private sector for projects/programmes at regional or sub-regional level in the AP region. 1.8 Identify opportunities to scale up projects and develop new project proposals that expand on UNESCO’s work on digital transformation in education, ICT in education policy, innovative financing, and digital citizenship skills development, including project proposal development and resource mobilization. 1.9 Conceptualize and undertake preparatory work for regional and sub-regional meetings and conferences on ICT in Education within the framework of SDG4-Education 2030 implementation, including the development of background papers and the facilitation of sessions/panels/expert meetings as required; 1.10 Provide technical support to regional/sub-regional initiatives on ICT in education are required; Long Description ---------------- 1.11 Identify and facilitate partnerships including through the Global Education Coalition to support the strengthening of digital and blended learning in Member States in the region. This includes mapping and analyzing the business model and offer of the different partners within the framework of the partnership and matching it with the needs of the region/countries; 1.12 Coordinate and provide inputs to knowledge creation activities including reports, policy guides, publications, and presentations; 1.13 Manage the tasks and performance of external consultants, project/programme assistants, interns or volunteers and provide guidance and support; 1.14 Undertake any other task involving inputs related to ICT in education as directed by the Chief of Section.
