This initiative guides Member States in determining and developing the required ICT competencies for teachers that are clearly aligned with their ICT in education policies, vision, and goals. It is intended for the national standards to guide the development of a comprehensive roadmap that promotes competency-based teacher ICT training programmes where teachers’ development is systematically guided, monitored, assessed, and tracked at policy and institutional levels. Within the framework of the “Enhancement of Digital Resilience through Competency-Based Teacher Training Reforms to Facilitate ICT-Pedagogy Integration” Intervention of the “Capacity Development for Education (CapED) in Lao PDR: Education Response to the COVID-19 Crisis” programme, UNESCO Bangkok has been providing technical assistance to the Government of Lao PDR in developing and implementing ICT Competency Standards for Teachers (ICT-CST), aligned with the national education policy vision and goals. The 1st National Workshop held in April 2021 provided step-by-step guidance in developing national ICT-CST in Lao PDR. The participants agreed on developing a stand alone ICT-CST, consisting of 6 domains and 3 proficiency levels, and covering both pre- and in-service teacher training levels. The 2nd National Workshop held in July 2021 supported participants in completing a draft ICT-CST, focusing on the development of performance indicators for each proficiency level. Based on the previous workshops, the draft ICT-CST is to be validated with education stakeholders through a national consultation workshop and finalized. To operationalize the competency standards, two (2) 3-day National Workshops are planned to be held to integrate the ICT-CST into the teacher education and training curriculum. Considering the impact of COVID and travel restrictions, the workshops will be held in a blended format, with Lao PDR participants gathering in-person, and UNESCO consultant and staff members connecting online via Zoom. Long Description ---------------- **Objectives** The objectives of this consultancy assignment are to: (I) provide technical support for the finalization of the ICT-CST; and (ii) co-facilitate two National Workshops to integrate the ICT-CST into the teacher education and training curriculum. Long Description ---------------- **Work Assignments** Under the overall authority of the Director of UNESCO Asia and Pacific Regional Bureau for Education and the direct supervision of the Chief of Section for Inclusive Quality Education (IQE), and in consultation with the UNESCO Bangkok team, the individual consultant will undertake the following tasks: 1\. Technical support for the finalization of the ICT-CST (i) Develop criteria for review of the ICT-CST; (ii) Review and provide comments on the completed ICT-CST; (iii) Clarify important assumptions prior to the development of the workshop design; 2\. Technical support and co-facilitation of National Workshops (i) Consult with UNESCO Bangkok and the Lao PDR task force to agree on overall workshop timelines and design; (ii) Provide technical support for two 3-day National Workshops on Integrating ICT-CST into Teacher Education/Training Curriculum (tentative title), including: a. Provide suggestions for workshop design/agenda and content; b. Enhance and develop workshop materials, including presentations, international cases, worksheets, etc.; c. Remotely co-facilitate and provide virtual support during the national workshops, including delivering presentations, as agreed with UNESCO Bangkok. For sessions that virtual presentation is not possible, pre-recorded video presentations can substitute. d. Provide online inputs and suggestions on participants’ key outputs (e.g. syllabi and modules) through synchronous/asynchronous modalities. e. After the workshops, review and provide comments on the enhanced/developed versions of the key outputs. In line with UNESCO’s overall gender mainstreaming strategy, the individual consultant is expected to integrate a gender perspective in all activities and apply gender analysis and mainstreaming concepts whenever feasible. Long Description ---------------- **Deliverables and Schedule** All deliverables shall be submitted to UNESCO Bangkok Office in English. Feedback from UNESCO Bangkok Office will be provided to the individual consultant within two weeks from the submission date of each deliverable. Overall supervision and technical guidance will be provided by UNESCO Bangkok Office, through regular communication by distance (via email, Skype, phone). To the extent possible, the individual consultant shall reflect comments and suggested modifications. The assignment should be carried out during the period from 15 September 2021 – 17 December 2021 (tentatively).
