Result of Service By the end of the project, the consultant will have produced for UNODA’s consideration a: Paper containing a working definition of Human Centred Disarmament that shows the interlinkages, complementarities, and overlapping elements with the concepts of Human Security, Humanitarian disarmament, and the Human cost of weapons. Working paper containing an analysis of obligations and provisions related to Human Centred Disarmament in key international and regional disarmament, non-proliferation, and arms control instruments. Summary report of Member States positions vis à vis the concepts of Human Centred Disarmament. Compendium containing a list of existing tools, initiatives and stakeholders applying human centred approaches to disarmament, as well as a catalogue of UN-led Human Centred Disarmament assistance projects and mechanisms and identified successes and good practices that could serve as case studies for future research and elaboration of future guidelines. Concept note proposing policy support and assistance tools that could be developed by UNODA, jointly with other UN entities as relevant, to guide Member States, UN and international assistance providers in the application of Human Centred approaches to disarmament. Slide-deck presentation showcasing the main findings of the of the paper, the summary report, and the compendium of tools and initiatives. All documents will be prepared in English.

Duties and Responsibilities Within delegated authority, the incumbent will be responsible for the following duties:

In close coordination with the UNODA Geneva Senior Political Affairs Officer, and in consultation with relevant UNODA branches and offices, and building on the New Agenda for Peace, prepare internal working papers and background material that will support UNODA efforts to engage with Member States and other stakeholders on elaborating approaches based on the concept of human centred disarmament. These materials could also feed into a new ODA series of occasional papers. The specific tasks are as follows: Propose a working definition of Human Centred Disarmament considering other concepts such as Human Security, Humanitarian disarmament, and the Human cost of weapons. Showcase the interlinkages, complementarities, and overlapping elements of the four concepts. Undertake a comprehensive review and analysis of international and key regional disarmament, non-proliferation, and arms control instruments with a view to identify obligations and provisions related to Human Centred Disarmament. Compile and summarize the outcomes of informal ODA led consultations with key stakeholders on human centred disarmament. Contribute and assist ODA in the organization of internal and external consultations including but not limited to the Geneva Disarmament Conversation Series. Conduct a desk review of Member States views on the concepts of Human Centred Disarmament drawn from consultations and inputs received during the development of the New Agenda for Peace and other related processes. Conduct a mapping exercise identifying existing tools, initiatives, mechanisms, stakeholders, and working application of human centred approaches to disarmament, with an initial focus on UN-led assistance. Prepare a concept note outlining policy support and assistance tools that could be developed by UNODA to guide Member States, UN and international assistance providers in the application of human centred approaches to disarmament.

Qualifications/special skills Advanced university degree (Master’s degree or equivalent) in political science, humanitarian affairs, international relations, law, or a related field. Required. Minimum of ten years of relevant working experience in the field of humanitarian disarmament, human security, non-proliferation, or arms control. Required. Knowledge of international disarmament, non-proliferation and arms control instruments. Required. Proven research skills. Desired.

Languages Fluency in English is required. Fluency in another UN language is an asset.
