Foreseen assignment duration dates are a total of 55 working days within the period of 1 December 2021 and 31 July 2022.

This consultancy might be either on-site or home based.

Organizational Setting

The Division of Human Resources (MTHR), within the Department of Management, plans, acquires and manages human resources to effectively implement the IAEA programmes. It thus delivers the full spectrum of human resource services, including HR organizational development and planning, talent acquisition and development, performance management, and administration of compensation and benefits. The Division serves a multicultural workforce of approximately 2300 people from diverse scientific, technical, managerial and professional disciplines. The HR Management Section (HMS) provides HR services to the Agency and advice to managers in the areas of recruitment, learning and development, staff relations and the business partner approach.

Main Purpose

The Agency aims to support staff performance, motivation and morale by creating a mentoring programme which among other things will provide the opportunity for staff to share/develop their skills over the course of their time at the Agency.

Reporting to the Learning and Development Officer, the HR Mentoring Consultant will support the creation of this mentoring programme and facilitate the running of the first pilot season.

Functions / Key Results Expected

Advise on mentoring programme implementation and events: • provide technical expertise and feedback on the creation and implementation of an Agency-wide mentoring programme; and • provide technical expertise on planning for 3 programme events and participate in brainstorming session to finalize events schedule.

Participate in project meetings including: • a kick-off meeting with Agency team • regular project check-ins and status updates (approximately 1 hour every 2 weeks) • an exit meeting with Agency team (to present evaluation, discussed below)

Prepare materials for mentor/mentee registration: • produce a questionnaire for registration and mentor/mentee matching, either created from scratch or adapted from existing resources.

Advise on mentor/mentee "matching" exercise: • provide a methodology and criteria for matching mentors and mentees • provide formats for matching tools (excel spreadsheets, etc.)

Prepare materials for mentors and mentees by identifying existing materials and adapting them to the Agency's use: • produce short guidebooks on formal/informal mentoring to be used by mentors and mentees which describe the concept in general, as well as the programme and process at the IAEA • produce a form for mentors and mentees to document mentoring interactions which can be used to guide mentoring interactions and for formal acknowledgement of the arrangement

Develop interactive, virtual-format trainings for (1) mentors and (2) mentees: • review and identify existing course material on Linked-in Learning (3 days) • prepare course descriptions with draft learning objectives, programme agenda, delivery modality description, etc., for approval by MTHR (4 days) • prepare course materials including any read-ahead or watch-ahead materials, trainer's script, exercises (20.5 days) • conduct dry run of trainings and incorporate changes (1 day) • conduct trainings (0.5 day each = 1 day) • conduct train-the-trainer to handover the training materials for future (0.5 day)

Evaluate effectiveness and lessons learned: • create a post-pilot assessment questionnaire to evaluate the effectiveness of the pilot season; • produce a final report on the effectiveness of the pilot season including lessons learned and recommended adjustments for future seasons.

Remuneration

The remuneration for this consultancy is a daily fee of up to a maximum of € 300, based on qualifications and experience. In case duty travel is required within the assignment, a daily subsistence allowance (DSA) and travel costs are provided. Health coverage and pension fund are the responsibility of the incumbent.
