You have:

Purpose of the Consultancy

WHO seeks a consultant to support the integration of Gender-Based Violence (GBV) into WHO and Health Cluster work in the Eastern Mediterranean Region (EMR).

Background

With funding from the US State Department’s Bureau for Population, Refugees and Migration (BPRM), WHO aims to strengthen the capacity of the health sector to address gender-based violence in refugee, displacement, conflict and protracted crisis settings. As the United Nations’ lead agency for health and the Inter-Agency Standing Committee (IASC)’s designated cluster lead agency for health in humanitarian settings, WHO is well placed to institutionalize the health sector response to GBV in crises, including within its own work and the work of the health cluster. WHO’s approach to GBV is survivor-centred, and founded on principles of gender equality, human rights and public health.

The last three years have seen a significant increase in institutional commitment to and resources for GBV within WHO. WHO’s internal capacity to lead on the GBV health response, and the capacity of Health Cluster partners and health providers to coordinate and deliver GBV services has been strengthened. However, challenges remain and there is an ongoing need for strengthening health systems’ capacity on the ground to respond to GBV in real time.

The GBV project currently provides support to 8 countries in the EMR: Afghanistan, Egypt, Iraq, Libya, Somalia, Sudan, Syria, and Yemen but other countries may be included as needed. Activities in these countries are supported by a regional GBV Technical Officer and GBV focal points in WCOs. WHO has committed to scale up its response to GBV and increase organizational capacity on strengthening the health sector response to preventing and responding to GBV in emergency and non-emergency settings. This consultancy thus aims to support integration of GBV into WHO and Health Cluster efforts in EMR countries.

Planned timelines (subject to confirmation)

Start date: 1/January/2023

End date: 30/November/2023

Work to be performed

The selected consultant will provide the following tasks in full consultation with WHO and national teams:

Output 1: Support strengthening of health sector capacity to respond to GBV in selected countries

Deliverable 1.1: Reports of country-level consultations conducted with key stakeholders and partners to identify gaps ad needs to be addressed

Deliverable 1.2: Revision and draft of existing health policy and guidelines related to GBV, or support the drafting of new ones when needed

Deliverable 1.3: Design and facilitate or co-facilitate trainings and webinars on the health response to GBV both online and in -person.

Deliverable 1.4: Monitor and evaluate the impact of the trainings and make recommendations for any follow up.

Output 2****: Conduct technical support missions to support the development/implementation of GBV workplans for WHO and Health Clusters in target countries.

Deliverable 2.1: Technical preparations for missions to country with ongoing activities related to GBV integration into health sector (draft/adaptation of national policies and tools, capacity building (including monitoring and evaluation), awareness raising activities and other activities based on the needs identified at country level).

Deliverable 2.2: Develop/update together with WCOs and Health Cluster team GBV workplans to carry forward the GBV work in consultation with relevant stakeholders.

Deliverable 2.3: Submit mission reports outlining main achievements, challenges and recommendations.

Qualifications required:

Essential Education Qualifications:

First university degree in public health, nursing, medical or other related fields

Desirable Education Qualifications

Post-graduate qualification or specialized training in gender-based violence and women’s health including in emergency and humanitarian crises.

Language Skills

Medical clearance

The selected Consultant will be expected to provide a medical certificate of fitness for work.

Place of assignment

Most work will be done remotely (with possible work in EMRO whenever required and agreed upon with respect to COVID-19 measurements).

Travel

The Consultant may be expected to travel, including for taking up assignment, according to the itinerary and schedule to be specified by WHO.
