How can you make a difference?

The Programme & Planning Section, UNICEF East Asia Pacific Regional Office (EAPRO) is seeking an individual consultant to support the preparation, implementation and completion of the MICS, MICS Plus and other household surveys supported by UNICEF in the EAP region. The applications received will also be used to create a roster to meet future demands/needs in this area of work.

Work Assignment, Expected Deliverable and Delivery Schedule:

1. Assignment: Provide technical guidance during the development, and quality review of household survey plan including timeline and budget.

Expected deliverable 1: Multiple surveys/countries.

Delivery schedule: Spread over the contract period.

2. Assignment: Provide technical guidance during the development, and quality review of survey tools, questionnaire, and instructions manuals.

Expected deliverable 2: Multiple surveys/countries.

Delivery schedule: Spread over the contract period.

3. Assignment: Support the country survey team during the pre-testing of survey tools and main training of data collection teams.

Expected deliverable 3: Multiple surveys/countries.

Delivery schedule: Spread over the contract period.

4. Assignment: Technical support and guidance with development of tabulation plans (especially country specific indicators) and field check table review and feedback to survey management.

5. Assignment: Provide technical support and guidance to country survey team during the data analysis and report writing phase.

For the above assignments, the household survey consultant will work in close collaboration with the Regional Statistics Specialist and MICS Coordinator, UNICEF Country Office Focal person, survey implementing agency (normally NSOs), other experts involved in a specific survey. During country visits, the consultant is expected to implement capacity building activities with the implementing partner as required and organised by the UNICEF Country Office.

The consultant will prepare a monthly report on activities undertaken and completed against the deliverables. A separate report needs to be prepared and submitted to the UNICEF supervisor for each in-country mission.

Duration of Contract: 1 April 2023 – 31 March 2024 (50 working days. Depending on the demand of services, the contract duration and number of working days will be amended.)

To qualify as an advocate for every child you will have…

Education

At least a master’s degree or equivalent in Demography, Statistics, Social Sciences, or other related technical field with significant measurement or analysis component is required.

Skills and Experience

• At least 8 years’ experience in the coordination and/or management of quantitative HH surveys. Prior coordination experience of MICS/DHS or other large HH survey implementation at country level is highly desirable.

• Strong data analysis skills, including proven experience in analysis of microdata from household surveys and interpretation of findings and results is required.

• Strong technical and analytical writing skills in English is required.

• Excellent communication in written and spoken English.

• Excellent communication and interpersonal skills.

• Ability to work independently in a timely manner.

• Ability to meet deadlines.

• Excellent training facilitation skills.

• Previous experience of working in East Asia and Pacific is an asset.

Other competencies

• Demonstrated ability to work in a multicultural environment and establish harmonious and effective relationships with national partners.

• Demonstrated leadership, managerial and supervisory ability.
