- Purpose of the Consultancy
The aim of this consultancy is to develop an operational guide on strengthening hospital resilience in the EMR. This tool will complement and operationalize the ongoing work on conceptualizing and strengthening hospital resilience in the EMR, and build on the previously developed course on Hospitals Emergency Preparedness and Response.
- Background
Hospitals are complex institutions that play a fundamental role in the provision of health services. The COVID-19 pandemic highlighted the great need for rebuilding strong and resilient hospitals and health systems for pandemic preparedness and response. Proactive and systematic implementation of a preparedness and response action plan is essential to improve and facilitate management within the hospital. In response, WHO EMRO has inaugurated several activities including a regional study on hospital resilience and the development of capacity building resources for hospital managers.
Firstly, A conceptual understanding of hospital resilience is essential to provide an intellectual basis for an integrated approach to system development. Developing the concept of “hospital resilience” will provide a starting point for agreement about what it comprises and how to measure it. There is no broad consensus regarding a framework for evaluating hospital resilience and further agreement on key measures of hospital resilience would improve the consistency of a hospital’s emergency practices and position it with an improved ability to cope with disasters of all kinds. We conducted a comprehensive study on 1) conceptualization, 2) operationalization, and 3) evaluation of hospital resilience. Secondly, WHO EMRO developed the Hospital Emergency Preparedness and Response (HEPR) training program to build the capacity of public hospital managers and program managers from the Ministries of Health to manage disasters within their hospitals from all types of hazards. Based of on the above, there is a need to develop an operational guidance tailored for hospital managers in resource-restrained and emergency settings on strengthening hospital resilience.

Work to be performed
Draft the operational guide on hospital resilience focusing on hospitals in resource-restrained and FCS.
- Contribute to the moderation of the expert consultation on hospital resilience, including the presentation of the draft operational guide and the gaps in implementation and evaluation of hospital resilience.
- Incorporate the feedback received during the expert consultation and finalize the operational guide on hospital resilience.
- Contribute to a technical revision of the toolkit for strengthening hospital resilience and integrate the relevant practical and managerial tools towards operationalization and evaluation.
The major outputs of this consultancy will be:
- Draft hospital resilience operational guide ahead of expert consultation (by May 5th)
- Final hospital resilience operational guide (June 5th)
Contributed to the finalization of the toolkit

9. Travel
The Consultant is expected to travel. Destination and duration of travel will be identified through the progress work identified in countries
All travel arrangements will be made by WHO – WHO will not be responsible for tickets purchased by the Consultant without the express, prior authorization of WHO. While on mission under the terms of this consultancy, the Consultant will receive subsistence allowance.
Visas requirements: it is the consultant’s responsibility to fulfil visa requirements and ask for visa support letter(s) if needed.
