How can you make a difference?

The Health Section, UNICEF East Asia and Pacific Regional Office (EAPRO) is seeking an individual consultant to develop organizational capacities of UNICEF EAPRO to effectively collaborate with the UN/NGO Interagency Task Team on Young Key Populations (IATT-YKP) for their health and we ongoing activities, especially in the COVID-19 recovery response together with helping the key EAP country offices to support reviewing existing national or provincial strategic plans, policies and/or guidelines on HIV and adolescents in relation to the programme enabling environment (policy legal barriers, access to SRH/HIV including mental health services).

Background Overall, 78% of new HIV infections in the region among young (15-24 years) key populations and their partners, including gay, bisexual, and other men who have sex with men, young drug users, young transgender people, young sex workers and young migrants. Young key populations are less likely to be reached by sexual reproductive health services as well as preventive services of HIV and other sexually transmitted diseases. Parents are least likely to provide support, and peers and friends are highly influential for young key populations but need to empower them and to strengthen peer-supports to address misinformation, promote including and provide appropriate and timely supports.

Work Assignment:

Under overall guidance from Regional Advisor for health and with support from the concerned country offices, the consultant will:

  1. Provide technical support to the Interagency Task Team on Young Key Populations (IATT-YKP) with to empower them to protect themselves and to advocate their needs, especially in the COVID-19 recovery response. Planned interagency activities include a rapid response survey to assess vaccination needs and availability among young key populations in the region and additional tasks are currently in development.
  2. Desk review of data collection procedures to analyse and better understand the extent and cause of exclusion of young key population groups from routine data collection (with technical support from the regional statistician).
  3. Document appropriate and cutting-edge methodologies to ensure young key populations are not left behind in routine data collection.
  4. Statistical analysis of HIV knowledge and behavior among young people (15-24 years) in selected countries using nationally representative household survey data (DHS/MICS). Results of statistical analysis will be used to inform a working paper/publication.
  5. Review existing national or provincial strategic plans, policies and/or guidelines on HIV and adolescents in relation to the programme enabling environment (policy legal barriers, access to SRH/HIV including mental health services).
  6. Any other tasks as requested by the section related to HIV and Adolescent Health.

End Product(s):

A concise final report (approximately 7-10 pages) and summary power point presentation (max 20-25 slides).

Duration of Contract: 100 working days during the period of 15 June 2021 - 30 April 2022.

To qualify as an advocate for every child you will have…

  • Advanced degree in public health, epidemiology, demography, social science, health, economics, health financing or related field with at least 5 years’ experience on social science researches and/or HIV.
  • strong understanding of the following standardized surveys that collect PMTCT and adolescent data (MICS, DHS, etc.), second generation surveillance surveys in key populations (IBBS, BBS, etc.); ability to liaise with government programs, researchers in field of HIV and adolescent health, civil society, youth and adolescent networks, international partners.
  • Good grounding in participatory advocacy and facilitation skills, and latest techniques in skills and knowledge transfer.
  • Sensitivity to cultural diversity, good analytical, negotiating, and communication and advocacy skills, report writing skills.
  • Proficiency in standard office applications.
  • Excellent communication and writing skills.
  • Experience in terms of handling research and evaluation projects and programmes in multi-country settings will be an advantage.
  • Previous work experience with UNICEF East Asia and Pacific Regional office or country offices in focus countries is an advantage.
