The situation in Haiti is devastating and deteriorating at alarming speed particularly sin ce March 2023: Over 44% of the population (5.2 million people) need humanitarian assistance and protection; 42% (4.9 million) are experiencing high levels of acute food insecurity; severe acute malnutrition is as high as 5% in some areas of the capital and over 187K cholera cases have been reported since the beginning of the epidemic last October.
The crisis in Haiti is first and foremost a protection crisis, with systematic killings, kidnappings, sexual violence, and other threats with: According to BINUH, since the beginning of the year, at least 1,446 people have been killed, 600 in April alone, over 300 have been injured and 277 persons were kidnapped by gangs. The resurgence of violence in January 2023 also led to the closure and/or destruction of an important number of schools and health facilities in the capital. Abuses committed against the population, especially women and children, include the recruitment of children by gangs and attacks on women
Armed groups in the metropolitan area of Port-au-Prince is estimated at around 300 and control roughly 70% of the capital, and now some parts of the Artibonite region, affecting the lives of over 1.5 million people.
Considering the above, UNICEF’s activated Scale-Up Corporate Emergency Activation Procedure (CEAP) for Haiti at L3 level in line with the IASC 3 months system-wide scale-up activation. UNICEF produced a tailored scale-up plan with key benchmarks including (for a 3 to 6 months period) also factoring the role given by the IASC to UNICEF ED to implement a 6 month high level advocacy role for Haiti : (i) scaling up our programmes in the capital, particularly in WASH, Nutrition and Protection, with an emphasis on the access component; (ii) putting a greater focus on HR needs, namely for WASH, Child Protection and Nutrition, reprofiling our office, and on national staff duty of care; (iii) strengthening coordination in sectors where UNICEF has a global commitment; (iv) and high-level advocacy with key member states and greater resource mobilization (v) build national capacities (vi) Develop and roll out a national communication and community engagement strategy and (vii) enhance preparedness. In addition, HCT have been developed and integrate specific UNICEF accountabilities on sector and cluster coordination.
How can you make a difference?
Under the supervision of the ECA/LAC desk lead, the consultant will provide technical support to the ECA/LAC desk to support Haiti L3 crisis.

- An advanced university degree (Master’s or higher) in social sciences, public administration, law, public health, nutrition, international relations, business administration or other related disciplines.
- A minimum of 2 years of progressively responsible professional work experience at the national and international levels in program/project development, emergency preparedness, research and analysis, and/or monitoring and evaluation. Strong writing skills and demonstrated ability to collect and analyse data in an efficient and effective manner.
- Direct experience in, and/or familiarity with, UNICEF emergency operations is an asset.
- Fluency in English is required. Knowledge of another official UN language (Arabic, Chinese, French, Russian or Spanish) or a local language is an asset.

Financial proposal that will include:

At the time the contract is awarded, the selected candidate must have in place current health insurance coverage.
Payment of professional fees will be based on submission of agreed satisfactory deliverables. UNICEF reserves the right to withhold payment in case the deliverables submitted are not up to the required standard or in case of delays in submitting the deliverables on the part of the consultant.

Individuals engaged under a consultancy or individual contract will not be considered “staff members” under the Staff Regulations and Rules of the United Nations and UNICEF’s policies and procedures, and will not be entitled to benefits provided therein (such as leave entitlements and medical insurance coverage). Their conditions of service will be governed by their contract and the General Conditions of Contracts for the Services of Consultants and Individual Contractors. Consultants and individual contractors are responsible for determining their tax liabilities and for the payment of any taxes and/or duties, in accordance with local or other applicable laws.
The selected candidate is solely responsible to ensure that the visa (applicable) and health insurance required to perform the duties of the contract are valid for the entire period of the contract. Selected candidates are subject to confirmation of fully-vaccinated status against SARS-CoV-2 (Covid-19) with a World Health Organization (WHO)-endorsed vaccine, which must be met prior to taking up the assignment. It does not apply to consultants who will work remotely and are not expected to work on or visit UNICEF premises, programme delivery locations or directly interact with communities UNICEF works with, nor to travel to perform functions for UNICEF for the duration of their consultancy contracts.
