We believe that ensuring a child is happy and healthy begins before birth: from ensuring their mother has access to good health care to reaching adulthood as a healthy, empowered and informed young person of the next generation. This journey relies on every child having access to quality health care, good nutrition, education, and growing up in a safe environment free from violence.

How can you make a difference?

The social policy programming includes public finance for children, child poverty, and social protection for children. The Social Policy programme in UNICEF South Africa will host public events throughout the year and requires dedicated support in design of workshop outputs, flyers, programmes, online webinars, national dialogues, social media updates, and the production of short narratives relating to the various events.

Key functions/activities:

a) Support the UNICEF South Africa online public finance quarterly Brown Bag series in 2023. This requires the further design of promotional flyers for the online events, support in popularizing content on official UNICEF social media platforms, and the production of a short narrative report reflecting on key issues that emerged from the public finance Brown Bag series. b) Support all UNICEF South Africa public launches of independent budget analyses work done by UNICEF and its social partners. The Consultant will work directly with the Social Policy team in getting ready for such events, which include the design of programmes, promotional materials (flyers), and the production of a short narrative report reflecting on key issues that emerged from the workshop discussions. Relevant and quality photographic images are required. c) Support UNICEF South Africa with the annual Medium-Term Budget Policy Statement (MTBS) discussions between National Treasury and members of civil society. This event is two-fold. First, it will be a smaller public launch with young persons (children between 15-17 years) expressing their views on the extent to which budgets and policy statements support the realisation of their socio-economic rights. The second event is the annual MTBPS discussions post the release of the MTBPS. The Consultant will be expected to graphically design the invitations, assist and support UNICEF South Africa in popularizing the event on social media, produce a short narrative report of key issues that emerged during the discussion, and help the Social Policy programme to define a strong identity for such events. Relevant and quality photographic images are required. d) Support UNICEF South Africa on the production of infographics on an office-wide presentation, which will be used at the MTBPS hearings in Parliament in November 2023. The consolidated presentation will form the basis for a submission to the National Parliament. Detailed attention should be paid to the key advocacy messages in guiding the appropriate design and art direction of the presentation. e) Support the Social Policy Programme of UNICEF South Africa will non-public finance events. This requires the further design of promotional flyers for the online events, support in popularizing content on official UNICEF social media platforms, and the production of a short narrative report reflecting on key issues that emerged from these public events (which include roundtables, launches, webinars, etc.). Where appropriate, relevant and quality photographic images are required.

To qualify as an advocate for every child you will have…

  • At least an Honours Degree at university level (copy-editing, graphic design, art direction, English). Any further formal qualifications above this required level is an asset.
  • High-level copy-editing, design and layout of professional publications.
  • At least five years of experience in handling publications of this nature, especially work with the international development community.
  • Excellent understanding and command of English at the native level.
  • Plain English writing and editing skills.
  • Sufficient understanding of public finance and South African policy context.
  • Developing country work experience and/or familiarity with emergency is considered an asset.
  • Fluency in English is required. Knowledge of another official UN language (Arabic, Chinese, French, Russian or Spanish) or a local language is an asset.

Individuals engaged under a consultancy or individual contract will not be considered “staff members” under the Staff Regulations and Rules of the United Nations and UNICEF’s policies and procedures, and will not be entitled to benefits provided therein (such as leave entitlements and medical insurance coverage). Their conditions of service will be governed by their contract and the General Conditions of Contracts for the Services of Consultants and Individual Contractors. Consultants and individual contractors are responsible for determining their tax liabilities and for the payment of any taxes and/or duties, in accordance with local or other applicable laws.

The selected candidate is solely responsible to ensure that the visa (applicable) and health insurance required to perform the duties of the contract are valid for the entire period of the contract. Selected candidates are subject to confirmation of fully-vaccinated status against SARS-CoV-2 (Covid-19) with a World Health Organization (WHO)-endorsed vaccine, which must be met prior to taking up the assignment. It does not apply to consultants who will work remotely and are not expected to work on or visit UNICEF premises, programme delivery locations or directly interact with communities UNICEF works with, nor to travel to perform functions for UNICEF for the duration of their consultancy contracts.
