Sanitation and Water for All (SWA) is a global partnership of over 300 partners, including governments, private sector and civil society organizations, external support agencies, research and learning institutions, utilities and regulators working together to catalyse political leadership and action, improve accountability and use scarce resources more effectively. Partners work towards a common vision of sanitation, hygiene and water for all, always and everywhere.

The Secretariat of the SWA global partnership is hosted by UNICEF at its Headquarters in New York and Geneva. Several Secretariat Members are posted with various SWA partners including IRC in the Netherlands, AMCOW, IADB, Lis-Water, MARI-FANSA and WaterAid. The SWA Secretariat, as the operational arm of the Partnership and of the Steering Committee, is responsible for supporting the implementation of the partnership’s strategy 2020 to 2030 that focuses on three objectives:

  1. Build and sustain the political will to eliminate inequalities in water, sanitation and hygiene
  2. Champion multi-stakeholder approaches towards achieving universal access to services
  3. Rally stakeholders to strengthen system performance and attract new investments

How can you make a difference?

The Secretariat is seeking a Good Governance and Finance Officer to coordinate work under Objective 3. This will include support to the Systems and Finance Work Group; working with the Secretariat’s Country Engagement Team, as well as with the Objective 3 Priority Countries on various projects; and contributing to the preparations of the 2023 FMM amongst other tasks. Please note this is a support role to senior management with no supervisory responsibilities.

The Senior Consultant will be responsible for the following, inter alia:

  • Define a strategy and methodology to identify priority countries and mobilize in-country political will at the highest level in support of eliminating inequalities in water, sanitation and hygiene
  • Identify and engage critical stakeholders and partners in support of this objective, using the most appropriate channel(s)
  • Prepare briefings and other relevant documents as needed to engage Heads of State/Government
  • Work in close collaboration with SWA Secretariat to maintain focus on the desired outcome.

Consultant’s tasks and deliverables

15- Provide support to countries on the implementation of finance and good governance related commitments of the Mutual Accountability Mechanism

20- Support and coordinate the production of papers and learning notes on good governance and financing related matters including on SDG and development finance as needed by the SWA Secretariat and its partners

15- Support the dissemination of the Finance Ministers Handbook

5- Contribute to the conceptualization and preparation of the 2023 FMM

45- Provide ad-hoc support to the Secretariat

5TOTAL****220****To qualify as an advocate for every child you will have…

  • Advanced university degree (master’s degree or equivalent) in economics, business administration or relevant social sciences;
  • At least 5 years of progressively responsible experience in development, multilateral and multi-stakeholder platforms and partnerships, incl. private sector and NGOs
  • Experience in WASH is not a prerequisite, but would be welcomed
  • Experience working in fast-paced environments is highly desirable
  • Ability to work independently but in collaboration with a variety of stakeholders
  • Excellent communication and writing skills in English. Knowledge of French and Spanish will be considered a strong advantage

Travel

For individual contractors and consultants, all travel arrangements to commence the assignment, including insurance and visas, will be managed and paid by the individual. Therefore, expected travel costs must be included as a budget item in the financial proposal. Should “mission travel” be required, UNICEF will manage and pay for travel via Travel Authorization. However, this will be subject to the following prerequisites: Medical Clearance, Security Clearance through the Travel Request Information Process (TRIP) system, the Basic and Advanced Security in the Field Trainings, Travel Visa, and liability waiver. The consultant/individual contractor is responsible for arranging his/her own travel and submit invoices to UNICEF for payment as part of the contract.

Insurance:

UNICEF will not be responsible for costs arising from accidents and/or illness incurred during the consultant’s service. Therefore, the selected candidate must provide proof of enrollment in a health/accident plan prior to starting his/her work.
