Consultant (GLOZ99/Anti-Corruption)

Result of Service Under the direct supervision of the Chief of FSS/CEB, and in coordination with other UNODC officers and consultants as necessary, the consultant will perform the following substantive tasks: A. To organize the regional conference B. To provide substantive backstopping to the African anti-corruption hub C. To assist Côte d’Ivoire with the development of the new whistle-blower protection law

Duties and Responsibilities Background of the assignment:

The United Nations Office on Drugs and Crime (UNODC) is the global leader in the fight against drugs, organized crime, corruption and terrorism with widely recognized expertise and specialization on issues pertaining to international cooperation in criminal matters. Established in 1997 through a merger between the United Nations Drug Control Programme and the Centre for International Crime Prevention, UNODC operates in all regions of the world through an extensive network of field offices. The work of UNODC is guided by a broad range of international legally binding instruments and a set of United Nations standards and norms on crime prevention and criminal justice.

UNODC, as guardian of the United Nations Convention Against Corruption (UNCAC) and secretariat to the Conference of the States Parties to the Convention, has the mandate to provide support and technical assistance to States parties to effectively implement the Convention. The backbone for UNODC anti-corruption work is the normative framework provided by UNCAC.

UNODC possesses extensive experience and in-depth substantive expertise, delivering and adapting technical assistance to Member States upon request and working with a variety of national, regional and international stakeholders. Moreover, UNODC possesses substantial experience in developing technical tools, and disseminating and facilitating exchange of good practices in the fight against corruption.

In this regard, UNODC implements a programme that develop to build and foster partnerships and create regional platforms to fast-track the implementation of UNCAC in support of Sustainable Development Goal 16. Five regional platforms have been created between 2017 and 2021 and a sixth platform is now being created in the region called “G5 Sahel+”, comprising six francophone countries, namely: Burkina Faso, Chad, Côte d’Ivoire, Mauritania, Niger and Senegal. This new francophone platform is scheduled to be launched during the week of 21 November 2022 in Senegal.

In view of further strengthening its field presence, UNODC has also launched regional anti-corruption hubs – one in Mexico in 2021 to cover Latin America and one in South Africa August 2022 to cover continental Africa. The hubs consist of teams of anti-corruption specialists based closer to the requesting countries and with a view to oversee, coordinate and support delivery of technical assistance in a particular region. At the level of UNODC Headquarters, a new section has been created to support this new field-oriented approach and to provide substantive backstopping to the work in field offices and hubs.

UNODC continues to receive an increasing number of technical assistance requests, in particular from African countries. One of the areas for which UNODC’s technical expertise and assistance is frequently sought relates with whistle-blower reporting and protection systems. At present, UNODC is supporting Côte d’Ivoire in the development of new whistle-blower protection legislation. Côte d’Ivoire has requested UNODC to provide drafting support for the development of the provisions to be included in the new legislation.

In this context, UNODC is seeking a consultant who will carry out those three main assignments.

Purpose of the assignment:

The purpose of the assignment is to assist UNODC in:

- Organize the regional conference for the creation of the regional platform in G5 Sahel+ region: o Liaise with all the countries that are part of the future platform to identify the participants to the conference o Ensure that the participants thus nominated are the experts in the substantive thematic areas identified for the regional platform o Ensure the follow up after the conference, for the validation of the roadmap of the project

- Contribute to the work of substantive backstopping the African anti-corruption hub in general and in particular:

- Provide support to Côte d’Ivoire on whistle-blower protection: o Develop the draft provisions to be included in the future law o Follow-up with the relevant stakeholders for advancing the drafting process of the law o Discuss with the stakeholders of the organization of a validation workshop and initiate its organization.

Qualifications/special skills Academic Qualifications: - Advanced university-level degree in law, public administration or another relevant field is required. A first-level university degree or equivalent academic education, in combination with two additional years of qualifying experience may be accepted in lieu of the advanced university degree Experience: - A minimum of five (5) years of working experience in law, rule of law or similar area is required. - Experience in working on anti-corruption and other economic crimes, transnational organized crime, or related areas, is required; - Strong communication skills, both written and oral, are required;. - Experience working with the United Nations, or a similar international organization, is an advantage; - Experience with technical assistance and other interventions to support States in the implementation of international and regional treaties is an advantage. Language: - English and French are the working languages of the United Nations Secretariat. For this post, fluency in French and English are required. Knowledge of another official United Nations language (Arabic, Chinese, French, Russian or Spanish) is an advantage.
