You have:
- University degree in quantitative science, geographic information systems, Public Health, or related discipline.
- Minimum 7 years of experience working in the field of Geographical information systems, public health sector, GIS, Statistics, Data Science, Computational Mathematics.
- Proficiency in Python, R, SQL, Stata, Excel, ArcGIS or related spatial toolsets, Adobe Suite.
- Expert knowledge of English.
- Intermediate knowledge of other UN languages (Arabic, Chinese, French, Russian, Spanish).
Purpose of consultancy
The purpose of the consultancy is to provide technical support to the WHO GIS Centre for Health in its GIS data research and innovation activities.
Background
The DDI Division supports and strengthens the generation and collection, analysis, use, and dissemination of data and evidence to promote better evidence-informed decision-making in the Member States. Its goal is to build capacity in the Member States to monitor the health of their populations and the impact of health interventions and promote evidence-informed policy decisions. Monitoring WHO's Thirteenth Global Programme of Work 2019-2023 (GPW13) Impact Framework is also an essential function.
The Department of Data and Analytics is responsible for monitoring GPW13, strengthening country health information, data generation, and evidence creation in collaboration with partners, and addressing critical data gaps for priority health topics. It undertakes an analysis of health trends and determinants. It also serves as Division focal point for collaboration with other departments concerning primary data generation efforts and analysis.
The newly established GIS Centre for Health at WHO headquarters (HQ), within the Department of Data and Analytics in the Division of Data, Analytics and Delivery for Impact, supports WHO geospatial data, spatial analysis needs to build and harness the growing potential of geospatial technologies and approaches to accelerate global health outcomes. The GIS Centre for Health also supports WHO regional and country offices in their GIS and data needs, including training and capacity building, GIS software/licensing, global baseline foundation datasets, and spatial analysis.
Deliverables
- Provide technical expertise into the design of geospatial research initiatives and provide guidance on global data sets supporting project goals and recommend specific outcomes.
- Provide guidance on space-time pattern mining, predictive modeling, and object detection to the GIS team and provide related reports.
- Develop a plan and guidelines to support the development and maintenance of data pipelines to serve project needs utilizing R, Python, pandas and packages to write code towards data wrangling, enrichment, statistical analysis, and spatial and non-spatial data visualization.
- Develop the methodology, tools and guidance to build a policy document which can be used to develop and validate predictive models using multiple statistical techniques.
Qualifications, experience, skills and languages
Educational Qualifications:
Essential: University degree in quantitative science, geographic information systems, Public Health, or related discipline.
Desirable: Master's degree from a recognized institution.
Experience
Essential:
- Minimum 7 years of experience working in the field of Geographical information systems, public health sector, GIS, Statistics, Data Science, Computational Mathematics, mainly focusing on data management and spatial analysis in public health.
Experience designing location-based data collection frameworks, quality control systems, and analytical pipelines.
Desirable:
Proven professional experience in quantitative science in public health.
- Significant experience in applied statistics to use a variety of techniques to extract insights from data, including spatial statistics
- Experience in geospatial research initiatives.
- Field experience in data collection.
Skills/Knowledge:
Essential:
Proficiency in Python, R, SQL, Stata, Excel, ArcGIS or related spatial toolsets, Adobe Suite.
Desirable:
- Strong oral and written communication skills.
- Proven expertise in text scraping, data visualization, data management and maintenance, and spatial analysis.
- Excellent organizational skills with the ability to prioritize and manage multiple workstreams and competing deadlines.
- Ability to work effectively as part of a team.
